Job Summary: This position is located in the Department of Defense Test Resource Management Center. the incumbent will serve as a technical advisor to the TR-I supervisor on the test and evaluation (T&E) infrastructure and on matters pertaining to the assessment of the Major Range and Test Facility Base (MRTFB) and is a subject matter expert on the technical knowledge of the nature and complexity of Department of Defense (DoD) weapon systems acquisition. This position reports to the TR-I supervisor.

Major Duties:

  • Incumbent typical work assignments may include the following: Serves as a program manager for the TRMC Test and Evaluation / Science and Technology (T&E/S&T) Program and execution manager for major TRMC modernization initiatives. Serves as the hyper sonics portfolio manager. Manages all functions of program management to accomplish T&E/S&T program objectives for the concept exploration, technology development and demonstration, and transition of test technologies to meet the Department's test technology needs. Participates in the Planning, Programming, Budgeting, and Execution (PPBE) process. Successfully maintains cognizance of Service T&E in the assigned areas of responsibility for the purpose of assessing and maintaining the test capabilities needed to develop, test, and field warfighting and military operations capabilities.

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/general-engineering-series-0801/ You may qualify at the NH4 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience at the NH-III pay band or equivalent grade level, generally GS-13, in the Federal service or equivalent private or public sector providing technical leadership, management oversight, policy guidance, and coordination for programs related to all areas of Aerospace Technology and the application of this technology to satisfying military requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
