WING REFUELING DOCUMENT CONTROL OFFICER

Job Summary: The primary purpose of this position is to manage and provide technical and managerial support to the wing commander and wing organizations for the Aviation, Petroleum, Oil and Lubrication (AVPOL) program. Major Duties:

  • Manage the wings AVPOL Program. Responsible for the implementation of fuels management procedures in accordance with Air Mobility Command (AMC) directives. Coordinates AVPOL financial, accounting and policy measures with appropriate functional agencies. Interacts with these functions to develop accurate procedures, policies and processes. Processes AF FM 664's and verifies source documents for AVPOL transactions. Responsible for the accuracy of billing conducted within the scope of the AVPOL program. Prepares A VPOL status report each month to track the status of funds, flying hour cost and fuel consumption rate for submission to HQ/AMC. Prepares and executes the annual A VPOL budget and tracks the obligation rate. Monitors aircraft assignment and transfers to insure they are updated in the Reliability and Maintainability Information System (REMIS), G08 l Maintenance System, Core Automated Maintenance System and FAS-Enterprise System. Serves as the wing POC for AIRCard. Responsible to monitor Ground Service charges to possessed aircraft by MDS. Responsible for processing AF Fm 791 's (Aerial Tanker In-flight Issue Log). Briefs the wing commander on Reimbursable Financial Status.

Qualifications: In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the duties, priorities, commitments, policies, procedures and goals of the AVPOL program. Also has the ability to communicate with budget, supply, operations and logistics personnel relating to the program. Skillfully provides guidance to MAJCOM and wing organizations. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of procedures and/or regulations governing the A VPOL program. Knowledge of AVPOL program policies and procedures in order to provide recommendations to the wing commander, wing organizations, HQ/AMC and other related agencies. Ability to effectively and clearly communicate both verbally and in. writing. Knowledge of budgetary, fuel supply, operations and logistics processes related to the A VPOL program. Knowledge of governmental accounting policies and procedures. Knowledge of office automation systems and ability to use various software, i.e., MS Windows, Excel, and Word. Ability to use data base management systems in AVPOL program management; i.e., WRDCO A VPOL Data Management System, MlCROBAS (funds management system), FAS-Enterprise (fuels accounting system), G0-81 (aircraft maintenance tracking system). Skill in using qualitative and quantitative analytical methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
