Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Major Duties:
- The primary purpose of this position is: as an Air Reserve Technician (ART) officer is directly responsible to the Unit Commander to manage the Commander's Inspection Program (CCIP) for the wing/group. Serves as the unit point of contact for the coordination and execution of the Unit Effectiveness Inspection (UEI). Duties: Oversees, plans and executes Unit Effectiveness Inspection program. Develops, plans, executes, and controls inspections and exercises to accurately assess unit effectiveness and readiness. Leads/trains/manages Wing Inspection Team (WIT). Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies and support system concepts. Exercises supervisory personnel management responsibilities less than 25% of the time ( for positions with less than 5 full-time subordinates).
Qualifications: THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 944 FIGHTER WG with the military rank of Lt Col/O-5, AFSC: 8170. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical unit plans and programs such as mission and flight operations, tactical training, deployment, mobilization, budgeting, exercise planning, legal, contingency, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of inspection and exercise planning, inspection criteria, deployment and employment processes and a mastery of, and skill in applying laws and regulation to inspection and compliance work. Knowledge of the mission, organization, programs, and functions of the unit and a thorough understanding of their relationship to Air Force systems. Skill and ability in oral and written communications to prepare and deliver briefings, lead discussions, motivate personnel. conduct workshops and seminars and prepare project and staff reports. Knowledge of analytical and evaluative methods and techniques to analyze, review, and assess unit effectiveness. Skill in identifying and analyzing compliance issues and developing expert technical advise and making expert recommendations to resolve substantive issues. Knowledge of interrelationship of data gathered from units with different missions in developing measurements to improve organizational effectiveness. Ability to plan, organize and direct the functions and staff of a small to medium sized organization OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit /location on a lateral or promotion basis as directed by HQ AFRC. Position requires the incumbent to obtain and retain the clearance level designated for the position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
