SALARY:  The salary range for this position is $79,098.16 to $123,272.27 for Schedule A, and $79,098.16 to $117,108.66 for Schedule B.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary is seeking a highly motivated individual with strong leadership, analytical, communication, and administrative skills to serve as an Administrative Specialist 4 within the Jury Programs section, Office of Management and Administrative Services. Under the general direction of the Chief of the Programs and Procedures, the manager of Jury Programs, and the supervision of the Administrative Supervisor 3, the selected individual will provide support to statewide jury programs including: petit, grand and state grand jury from the central office perspective.

REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Position Duties

  • Provides feedback to judges, court executives, and other staff as it relates to petit and grand jury management statewide from both policy (including statues, court rules, standards, and Supreme Court orders) and technical standpoints. Statewide jury management includes petit jury, grand jury, and state grand jury for a total of 43 programs.
  • Provides detailed, step-by-step direction for completing payroll to court executives. Monitor weekly county-level jury payroll audit reports to ensure compliance.
  • Determine statewide training needs as it relates to jury management tasks and develop curriculums for said training. Deliver individual, small group, and large group training to court executives and jury staff.
  • Work collaboratively with Information Technology Office and Automated Trial Court Services staff to diagnose issues with jury systems and prepare solutions for review by senior management. Mediate discussions between various Judiciary units and facilitate the resolution of conflicting viewpoints.
  • Provide technical advice on a daily basis to internal customers, such as business analysts and IT analysts, jury managers and jury staff. Facilitate discussions with EBS/ATCSU/ITO and technical specialists as it relates to use and functionality of the statewide jury management system (NJ-JMS).
  • Monitor jury e-mail box daily and respond to a variety of questions from prospective jurors.
  • Develop and implement tools – including reporting systems, forms, and statistical tablets – for ongoing statewide jury projects and initiatives. Formulate work plans in response to requests for data for ongoing petit and grand jury projects and initiatives.
  • Quickly adapt and modify work processes in response to changes in statewide expectations. Staff working groups and committees with time-sensitive and urgent deliverables.
  • Develop and implement updates to public-facing jury communications – summons documents, letters, webpages, text messages, e-mails, and juror orientation slideshows.
  • Influence, motivate and encourage jury managers, ITO staff, and jury management office staff to accomplish tasks necessary for the efficient management of jurors.
  • Work as the liaisons between the print shop and the vicinage jury offices to ensure timely printing of juror summonses, and coordinate requests to print off schedule. They also provide correction to these documents on an as needed basis since the processing of juror summonses is a manual process which allows for human error.
  • Provide immediate feedback regarding systemic issues to their Manager and Chief. The feedback includes investigating incident, evaluating the information and making recommendations that comport with Judiciary policy.

Regular and predictable physical presence at the worksite is an essential function of this position.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's Degree and five years of professional experience in program development, program coordination, program analysis, program administration and/or administrative research.
 
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Other Qualifications

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.

Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
