NATURE OF WORK: The Parks Superintendent operates under the general direction of the Field Services Manager and Public Works & Utilities Director. Serves as a division leader and performs a wide variety of semi-skilled and skilled work related to cemetery operations, construction, forestry, open space maintenance, parks landscaping, parks facilities maintenance, recreational programming, right-of-way maintenance, and trail system maintenance. Supervises and works in conjunction with Streets and Stormwater Superintendent, Wastewater Superintendent, and Water Superintendent to schedule shared equipment and maintenance project workflow.   

ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Leads and supervises workforce based on organizational goals, budget considerations, and staffing needs by using sound judgment and appropriately delegating and monitoring performance against predetermined standards and holding staff accountable for meeting day-to-day expectations. 
  • In cooperation with Field Services Manager and Human Resources Department, hires, trains, oversees scheduling, conducts performance evaluations, and handles employee relations issues.

  • Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.
  • To support consistent high-quality service for our community and each other, it is the expectation of all employees to be punctual and have good attendance and to communicate effectively for scheduling conflicts or when taking leave according to city policy. 
  • Serves as the Parks Division leader. Works closely with Field Services Manager to prioritize repairs, services, and maintenance functions. Ensures accuracy, quality control, and regulatory compliance (where applicable).
  • Assists in maintaining accurate records of maintenance, repairs, inspections, construction projects and emergency service calls. Prepares and generates reports. Maintains equipment records for services and maintenance.
  • Assists in ordering, receiving, stocking, and distributing supplies and equipment.
  • Assists in annual budgeting and capital improvement program development.
  • Coordinates and/or participates in planning and work with other divisions, City departments, and other agencies.
  • Proficiently operates applicable motorized equipment such as pickup trucks, dump trucks, front end loaders, skid steer loaders, backhoes, tractors, mowers, plows, road graders, excavators, street sweepers and similar equipment as well as small engine equipment.
  • Ensures compliance with local, state, and federal agencies’ standards and regulations. Interprets policies and procedures established by all related regulatory agencies.
  • Assists in the coordination of the activities of consultants and contractors employed in the division.
  • Assists in reviewing or preparing plans and specifications for contract work and inspects work performed for compliance with standards
  • Participates in snow and ice control, landscape maintenance, and/or refuse collection as needed.
  • Serves on-call as required; responds to emergencies and performs after-hours work. May work a varying schedule and/or shift.
  • Trains employees in responding to all on-call situations and filling in for sick or injured employees.
  • Ensures that employees are equipped with proper safety apparel and trained for proper safety equipment use and are in compliance with safety standards set forth by the City, potentially including confined spaces.
  • Performs, coordinates, and/or leads all cemetery operations, construction, forestry, parks landscaping, parks facilities maintenance, recreational programming, and right-of-way maintenance.
  • Performs or delegates quarterly playground inspections, directs cleaning of park facilities and public grounds to City standards, oversees park landscaping and landscape maintenance, and assists in the installation, repair and replacement of irrigation systems
  • Leads all cemetery maintenance activities and coordinates burials and facility improvement with City Clerk and/or Deputy City Clerk.
  • Manages the Urban Forestry program and may serve as the City Forester.
  • Leads maintenance of Evans Cemetery and coordinates burials and/or cemetery improvements with parks and City Clerk and/or Deputy City Clerk.
  • Assists in the management of in-house park construction and improvement projects as well as
  • Coordinates management of City’s open space and trails system.
  • Leads pesticide/herbicide field application within open spaces, parks, trails, and right-of-way.,

EDUCATION, EXPERIENCE, AND LICENSURE

Required:

  • Bachelor’s degree in a related field.
  • Four years of experience in turf management, forestry, or parks maintenance 
  • Valid Colorado Driver’s License or ability to obtain within six months of hire.
  • Possession of or the ability to obtain within six months of employment:
  • Colorado Class B CDL Driver’s License.
  • Certified Playground Safety Inspector (CPSI) 
  • First Aid and CPR certifications.
  • Equivalent combinations of education and experience may be considered.  

 

Preferred:

  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.
  • One year of lead or supervisory experience.

PHYSICAL AND WORKING ENVIRONMENT

While performing the duties of this job, the employee is required to sit for prolonged periods. The employee is regularly required to exercise mental visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 85 pounds on an occasional basis. The employee may need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee may need to work in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized. Work is performed in both office and field settings.
