COUNTY ENGINEER:
The County Engineer manages, organizes and directs County-wide Road engineering, and surveys related activities while overseeing the employees within the Engineering Division of the Public Works Department. The County Engineer provides professional engineering oversight in planning, design, review, construction, and operation of the County's transportation system and insures consistency and compliance with applicable engineering design standards and specifications. The County Engineer serves as the Chief Engineer for the County and applies their professional engineering judgement to plans and specifications, applies advanced subject knowledge and independent initiative to solve complex engineering design, and plan reviews, surveying review, and issues related to construction and/or construction problems for the County. This is a professional position, working independently under the direction of the Public Works Director.
Duties may include:
Education and Experience:
Bachelor of Science Degree in Civil Engineering or a related field plus several years of progressively responsible work experience in civil engineering design, construction, and management of public infrastructure; experience in land use and development; and experience performing technical, administrative and supervisory responsibilities.
Licenses, Certifications or Registrations:
Knowledge, Skills and Abilities:
Knowledge of:
Principles, practices, and procedures of civil, transportation, traffic engineering and surveying.
Municipal transportation design and construction management procedures and guidelines, land development, and residential/commercial site development, including knowledge of Greenbook, and FDOT Specifications, American Association of State Highway and Transportation Officials (AASHTO), and Manual on Uniform Traffic Control Devices (MUTCD).
Principles and practices of general fiscal management, including budget preparation and administration within the County Engineering Division.
Principles and practices of supervision, and personnel development and management.
Interrelations between land use, transportation planning and design, and construction.
Program and project management techniques.
Ability to:
Provide leadership and direction within a team-oriented work environment.
Understand, interpret, explain, and apply County policy and procedures.
Interpret and apply federal, state, and local laws, codes, and regulations.
Communicate effectively both orally and in writing in order to convey information to various community groups, and elected, and appointed officials.
Work in an office environment and occasionally outside to perform field inspections.
Plan and direct the work of engineers, technicians, clerical and contractor personnel in a manner conducive to full performance and high morale.
Apply engineering knowledge to specific administrative and technical problems.
Give technical and professional reviews to a wide variety and large volume of engineering plans, specifications, and related documents.
Prepare and review contract specifications and bid documents.
Develop and prepare plans as needed in-house.
Take directions from the Public Works Director on initiatives imperative to the County Board of Commissioners as directed by the County Administrator.
Use of AutoCAD is desirable.
Use a personal computer and office software.
