Commissioning I&C Engineer

Description

We are seeking an experienced Commissioning Instrumentation & Controls (I&C) Engineer to lead commissioning activities for large-scale semiconductor fabrication and/or mission-critical data center projects in Boise, ID. The successful candidate will have at least 8 years of experience in instrumentation, controls, automation, process control systems, installation, testing, and commissioning, with deep knowledge of control system architecture, field instrumentation, testing protocols, industry standards, and operational handover processes.

This position requires strong technical expertise, a collaborative mindset, and the ability to manage multiple commissioning tasks in a fast-paced, schedule-driven environment.

Key Responsibilities

Plan, coordinate, and execute commissioning of Instrumentation & Controls systems, including:

  • PLC, DCS, SCADA, and HMI systems
  • Field instrumentation, sensors, transmitters, analyzers, and control devices
  • Process control loops, interlocks, alarms, and sequence of operations
  • Control panels, I/O panels, remote I/O, junction boxes, and marshalling cabinets
  • Instrument air, pneumatic controls, valves, actuators, and positioners
  • Communication networks and industrial protocols such as Ethernet/IP, Modbus, BACnet, Profibus, Foundation Fieldbus, or similar systems
  • Monitoring and control systems supporting process utilities, high-purity systems, specialty gases, chemical delivery, wastewater treatment, HVAC, and mission-critical infrastructure

Review and interpret I&C drawings, P&IDs, loop diagrams, control schematics, wiring diagrams, panel layouts, network architecture drawings, cause-and-effect matrices, sequence of operations, and project specifications.

Develop and implement commissioning plans, test scripts, loop check procedures, functional test procedures, and acceptance criteria in alignment with project requirements.

Perform loop checks, point-to-point verification, functional testing, sequence testing, alarm testing, interlock testing, performance verification, and troubleshooting of I&C systems to ensure compliance with project specifications, industry standards, and client requirements.

Witness factory acceptance tests (FATs), site acceptance tests (SATs), integrated systems testing, and vendor demonstrations as required.

Coordinate with design engineers, automation teams, construction teams, vendors, system integrators, trade contractors, and owner representatives to resolve technical issues and ensure readiness for turnover.

Support system start-up, equipment energization, controls validation, operational readiness, and turnover activities.

Document all commissioning activities, including redlines, loop check records, functional test forms, punch lists, deficiency reports, issue logs, and turnover packages.

Ensure adherence to project safety requirements, control system safety protocols, lockout/tagout procedures, and site-specific commissioning requirements.

Provide technical mentorship to junior engineers, commissioning technicians, and field personnel.

Requirements

Minimum 8 years of experience commissioning and testing Instrumentation & Controls systems in semiconductor, advanced manufacturing, industrial, process, pharmaceutical, or data center environments.

Comprehensive knowledge of I&C systems, automation platforms, instrumentation, process controls, and industry best practices.

Experience with commissioning processes for mission-critical, high-reliability, and process-driven facilities.

Strong understanding of P&IDs, loop diagrams, control narratives, cause-and-effect matrices, sequence of operations, alarm matrices, and I/O lists.

Experience with PLC, DCS, SCADA, HMI, BMS, or process automation systems.

Proficiency with I&C testing equipment such as loop calibrators, multimeters, signal generators, pressure calibrators, temperature calibrators, communication testers, and diagnostic tools.

Skilled in developing commissioning procedures, executing test scripts, documenting results, and tracking deficiencies through resolution.

Strong problem-solving abilities, communication skills, and the ability to work effectively with multidisciplinary project teams.

OSHA 30 or equivalent safety certification preferred.

Ability to work on-site in Boise, ID, with potential overtime and weekend work as project demands.
