This position interfaces with all school district administrators across multiple areas, providing expert technical support and advice on all functional aspects of human resources and district operations. In collaboration with the superintendent, business manager, and administrators, the human resources generalist is responsible for planning, developing, and coordinating intermediate administrative duties to support the effective and efficient operation of the district, thereby assisting in providing and maintaining a high-quality working and learning environment for Pine City Public Schools. 

Tasks involved in fulfilling above duty/responsibility:

• Communicates the district’s vision, mission, core values, and beliefs.

• Coordinates and executes recruitment outreach activities.

• Coordinates and executes the hiring process in collaboration with the district office staff, administration, and directors.

• Provide oversight, collaboration, and coordination for the interview process (i.e., preparation for interviews, maintain documentation).

• Conducts background checks and reference verifications

• Plans, directs, coordinates, and implements new employee orientation processes. 

• Provides orientation for work agreements, policies, benefits, and the employee handbook.

• Assists in interpreting benefits for employees

• Collaborate with district leadership for priorities and needs.

Tasks involved in fulfilling above duty/responsibility:

• Keeps abreast of changing developments, trends, instructional and educational technology, strategies, and best practices.

• Creates, prepares, and provides employee onboarding training and ongoing staff development.

• Creates, plans, prepares, & maintains staff development.

   

  • Coordinates speakers/presenters and training based on the district's School Improvement Team. 

  • Coordinates mandated/required training, such as bloodborne pathogens

  • Maintains documentation

Perform other duties as assigned.

Tasks involved in fulfilling the above duty/responsibility:

Cross Training

• Maintain a working knowledge of comparable-level assignments to support the functions within the district.

Policies/handbooks

• Maintain oversight, updates, and revisions to district policies, manuals, and handbooks with research-based and legal-based best practices.

• Ensure and maintain compliance with all applicable policies, federal, state, and local employment laws, and regulations.

Terms & Conditions of Employment

• Plans, directs, coordinates, and implements the terms and conditions of the employment process (i.e., coordinating and preparing for negotiation meetings).

• Analyses and interprets collective bargaining agreements;

• Provides background and research for employee negotiations, including salary surveys and market studies.

• Compensation reviews, comp worth studies, and prepare job descriptions;

• Provide oversight and assistance in Workers’ Compensation claims and assist with claims management.

• Provide oversight and assistance in the ADA Interactive Process and follow-up;

• Assists in employee attendance systems.

   

  • Analyze employee time cards and absence reports.

  • Promptly resolve discrepancies related to schedules and reported hours.

Advisory Committees

• Serves as the district’s coordinator for committees (such as insurance, wellness, continuing education, and activities).

• Research and recommend best practices and procedures

Benefits Administration

• Works closely with payroll to ensure timely and accurate benefit deductions.

• Verify benefit billing statements against insurance enrollment data to maintain accuracy.

• Audit information to ensure data is correct in payroll systems and spreadsheets.

• Oversee management of all employee leave of absences, including FMLA, workers' compensation, PFML, ESST, and unemployment.

Perform other duties as assigned.

4. Compliance
Tasks involved in fulfilling the above duty/responsibility:

Training

• Maintains, develops, and monitors training compliance 

   

  • I.e., highly qualified paraprofessional qualifications, licensure status

Policies

• Ensures staff compliance with district policies, procedures, and state and federal laws.

Personnel 

• Maintain oversight, coordination, and documentation for personnel (including open enrollment, life changes.

• Maintain accurate background checks, employee records, and files.

• Oversight, coordination, scheduling, and documentation of staff observations/performance reviews

• Maintains seniority lists each year within the district 

Data 

• Maintain oversight, coordination, and documentation of data requests consistent with applicable policies and the Data Practices Act.

• Implements, compiles, prepares, and coordinates various reports for federal, state, and local officials/agencies, including audit reports, OPEB, Actuarial Study, CRDC, and Pay Equity.

Health & Wellness

• Promotes district health and wellness benefits and initiatives

• Monitors & maintains requirements for injury submissions, following up with the supervisor and employee to ensure wellness checks and compliance requirements are met.

• Prepares OSHA logs and records

• Plans, directs, coordinates, and implements the district wellness, health and safety committees.

Licensing

• Serves as the primary contact for licensure questions, exceptions, and special permission via the Professional Educator Licensing and Standards Board (PELSB).

• Maintains oversight, coordination, and documentation to prepare and submit required reports such as the STAR report.

• Monitors staff to ensure they are adequately licensed for assignments such as a teaching license or a highly qualified paraprofessional.

• Prepares out-of-field placement applications as needed

• Maintains tenure records for certified staff.

Grievances

• Work with administration, directors, and supervisors on personnel matters. 

• Provide oversight, research, resources, and documentation for the grievance process.

• Collaborates and consults with district administration, consultants, and other professionals regarding the needs of staff. 

• Support conflict resolution and disciplinary procedures.

• Serves as a resource for staff for HR-related questions and concerns. 

• Provides professional expertise and assistance to individuals, other district staff, and the community concerning areas of instructional expertise/knowledge.

• Develops, implements, motivates, and encourages employee growth and development.

4. Knowledge of school district organizations, functions, operations, and jobs, understanding of educational goals, teaching, educational systems, and district philosophy as it impacts the support functions and responsibilities of the HR Coordinator.

• Ability to maintain strict confidentiality 

• Understanding of federal and state employment law, including, but not limited to, FMLA, ADA, EEOC, Title IX,  Minnesota Government Data Practices, pay equity, and wage and hour laws.

• Knowledge of collective bargaining procedures, public sector law, and employment law

• Ability to comply with district contracts, policies, and procedures, as well as federal and state laws 

• Knowledge of purchasing guidelines, human resources, basic accounting, confidentiality, records, and data retention requirements.

• Skilled in analyzing and interpreting collective bargaining agreements.

• Knowledge of human resources recordkeeping, compliance reporting, and administrative requirements pertaining to personnel records and employee data.

• Ability to create and understand spreadsheets and apply mathematical principles to staffing.

• Proficient in working with the Google(R) suite of programs and applications, including, but not limited to, word processing, email, and spreadsheets.  

• Experience in utilizing HR/payroll systems and/or accounting software.

• Planning, developing, recommending, and monitoring approved department budgets.

• Applying procurement techniques

• Bachelor's Degree in Human Resources with coursework in human resources or related field, and moderate human resources experience or equivalent combination of education and experience.

• Training and expertise in HR management are required, including SPHR, SHRM-SCP, and PHR certifications.

• An equivalent combination of education and experience sufficient to successfully perform the duties of the job

• 2-5 years of experience in a similarly sized organization.

• Experience in a school district or public entity is strongly preferred.

• A clear and demonstrated commitment to the District's mission, vision, and values and to the service of all department stakeholders in a caring and timely manner.
