LOCATION: SOLID WASTE DEPARTMENT, OPERATIONS AND ENGINEERING SECTION, TULARE LAKE COMPOST, KETTLEMAN CITY, CA ABOUT US:Tulare Lake Compost is a state-of-the-art, 175-acre District's composting facility located near Kettleman City, California. This facility uses an eco-friendly process to combine
agricultural and green waste from the Central Valley with biosolids from Los Angeles County to create an optimal mixture for composting. For additional information about this facility and the operations, please visit:
http://www.lacsd.org/wastewater/wpp/tularelakecompost.asp ESSENTIAL FUNCTIONS: To perform a variety of increasingly more difficult para-professional engineering duties, in support of engineering programs including composting operations; water, wastewater, and stormwater systems; health and safety; or other related technical assignments.
JOB SUMMARY: The major job duties are listed below. For a detailed list, please see the

Under the general supervision of the Compost Facility Superintendent and the technical guidance of the site engineer, the incumbent will:
- Conduct a variety of field sampling, testing, data gathering, data recording, calculations, or office assignments providing technical support using computer applications
- Collect, compile, calculate, and present data; prepare reports and evaluate data; prepare tabular and graphical summaries of data
- Perform statistical calculations
- Conduct industrial hygiene monitoring
- Perform physical or photographic inspections
- Operate equipment by using protocol of instrumentation used in data or sample collection; maintaining and calibrating sampling equipment based on established protocols
- Troubleshoot problems identified from irregular data from the compost system or other compost equipment failures
Position Duties
Applicants must possess all of the following:
For COMPOST ENGINEERING TECHNICIAN I:
Any combination of college or work experience in environmental science, physics, engineering, biology, or related scientific area which provides the knowledge and abilities listed
For COMPOST ENGINEERING TECHNICIAN II:
One of the following:
Option A: One (1) year of experience with the County Sanitation Districts of Los Angeles County performing the duties of a Compost Engineering Technician I or equivalent
Option B: Possession of a a Bachelor of Science degree in a directly related major
For COMPOST ENGINEERING TECHNICIAN III:
Minimum Qualifications
Knowledge of:
Basic chemistry of compost and amendments
Industrial waste, hazardous waste, methane gas, water treatment, flow monitoring, or corrosion control
Methods of preparing and interpreting maps, charts, graphs, plans and technical reports
Engineering and scientific nomenclature
Sampling procedures and measurement techniques for solids, liquids, and gases
Terminology and procedures related to flow measurement, gas measurement, and leachate control
Mathematical calculations
Applicable safety practices and procedures
Hazardous waste materials and required documentation
Methods of interpreting and presenting technical data verbally and in reports
Sample preservation techniques
Ability to:
Test samples and collect data
Locate monitoring stations
Perform sampling and installation procedures
Evaluate data
Use word processing, spreadsheet, and database computer applications
Perform math calculations
Work in confined spaces
Monitor equipment, gas meters, compost piles and wells, or hazardous and industrial waste disposal
Communicate clearly both orally and in writing
Prepare routine correspondence and data reports
Other Qualifications

SELECTION PROCESS:
- All applications will be reviewed to determine if the conditions and qualifications for testing are met.
The selection process will consist of a written test weighted at 30%, and an interview weighted at 70%.
Candidates must receive a qualifying score on each selection component to move forward in the selection process.
The written exam is tentatively scheduled for Wednesday, September 24, 2025.
The interviews are tentatively scheduled for the week of September 29, 2025.
