Description

The Training & Readiness Director will serve as a subject matter expert (SME) in Surface Warfare training and tactical doctrine. You will oversee and support the Surface Warfare Combat Training Continuum (SWCTC), ensuring alignment with Navy tactical readiness standards.  Responsibilities include developing and maintaining SWCTC instructions, tactical training programs, and Level of Knowledge (LOK) assessments; analyzing fleet training data using tools such as Excel, Power BI, Tableau, or Python; and collaborating with Navy training commands, major staffs, and data science teams. 


Your duties will consist, but are not limited to:

  • Oversee development, maintenance, and execution of SWCTC-related instructions, training syllabi, readiness matrices, and Level of Knowledge (LOK) programs.
  • Assist in the creation of the SWCTC Campaign Plan, coordinating with SMWDC HQ, CNSP, CNSL, PMS339, and other Navy stakeholders.
  • Develop tactical training programs that leverage SWCTC to increase warfighting proficiency across all Surface Warfare mission areas.
  • Recommend simulator strategies and integrate them into training pipelines.
  • Define and assess warfighting competency pathways for Navy watch-stations.
  • Design methods to evaluate training effectiveness, identify performance gaps, and provide corrective feedback.
  • Maintain and update LOK test banks for all CIC tactical watchstanders (CRUDES, Amphibious, Littoral units).
  • Administer fleet-wide monthly LOK quizzes and serve as liaison between SWCTC/SMWDC and the fleet.
  • Provide subject matter expertise to Navy data science teams in data collection, dashboard design, and tactical analysis.
  • Act as the senior Surface Warfare SME for SWCTC leadership, providing tactical, training, and programmatic recommendations.

Requirements

Conditions of Employment:

  • U.S. citizenship required
  • Must possess and maintain a current SECRET clearance and be eligible for TS/SCI
  • Occasional travel may be required.

Qualifications:
Applicants must demonstrate the following qualifications to qualify for this position, applicants must meet the following:

  • Data Analysis & Tools: Working knowledge of Microsoft Excel, Power BI, Tableau, Qlik, Databricks, and/or Python (Pandas, NumPy, Matplotlib, SciPy, Seaborn).
  • Navy Documentation: Experience drafting U.S. Navy instructions, TACMEMOs, OPTASKs, and other administrivia products.
  • Surface Warfare Leadership: At least 4 years of recent experience leading and training warfare teams at a level equivalent to Surface Warfare Officer Department Head tour.
  • Tactical Publications: Expert understanding of NTTPs, NWPs, OPTASKs, TACMEMOs, and demonstrated application at sea.
  • Training Commands: Recent experience supporting Afloat Training Group, Surface Warfare Officer School, or major Navy staff (CNSP, CNSL, or Numbered Fleet) 
  • Agile Team Tools: Familiarity with JIRA or similar tools preferred.

Experience:

  • 4+ years leading and training warfare-related functional teams with responsibility equivalent to a Surface Warfare Officer (SWO) Department Head tour.
  • Demonstrated expertise in Navy tactical warfare publications (NTTPs, NWPs, OPTASKs, TACMEMOs) with at least 4 years of practical at-sea application.
  • Recent experience working in or with the training department of Afloat Training Group, Surface Warfare Officer School, or a major Navy staff (CNSP, CNSL, or Numbered Fleet).

Preferred Experience:

  • Familiarity with Agile team management tools such as JIRA.
  • Advanced proficiency with data analysis/visualization tools (Microsoft Excel, Power BI, Tableau etc).

Education:

  • Master’s Degree in a STEM field (Science, Technology, Engineering, Math) or in a training-analysis related discipline, OR 10+ years of recent, relevant experience in electronic training systems, training evaluation, training data analysis, and root-cause analysis.

How You Will Be Evaluated

You will be evaluated based on your level of knowledge, skills, abilities, and experience in the following areas:

  • Technical writing and editing for defense-related publications.
  • Knowledge of Navy and Joint doctrine, TTPs, and publication processes.
  • Proficiency in Adobe design and editing tools.
  • Ability to synthesize complex tactical/technical information into clear, concise publications.
  • Experience coordinating with SMEs and Warfare Tactics Instructors.
