About the Department

The purpose of this position is to perform professional administrative work supporting a functional area within the Human Resources department related to employee relations and equity. The part-time Administrator Employee Relations & Equity will serve as an Employee Relations Business Partner (ERBP) for an assigned division and the primary point of contact for management, faculty, and staff seeking assistance with performance and investigatory/complaint cases. The part-time ERBP will assist the Director, Employee Relations, and full-time Administrators/Employee Relations Business Partners in the intake and management of all cases. 

Position Duties

Master’s degree in Human Resources or a related field plus five (5) years of related Human Resources experience including managing grievances, conducting investigations and assisting managers with performance management, including disciplinary actions. Must be proficient with all Microsoft Office programs, including database or case management software. Labor relations, PHR/SHRM-CP or SPHR/SHRM-SCP, and case management software experience preferred.

Minimum Qualifications

1. Plans, develops, coordinates and administers policies, processes, programs, and activities to support college employee relations and equity programs and activities.
2. Serves as subject matter expert and consults with management, staff and faculty regarding employee and labor relations, equity, workplace accessibility/accommodation, general human resource policies/procedures and regulatory compliance issues.
3. Develops and disseminates communications, including administrative directives, procedures, forms, brochures, etc. in various formats to the college community on policy/procedural changes, current and new legislation to promote and encourage compliance.?
4. Develops, administers, and monitors college programs and activities in support of CCBC’s commitment to fairness, inclusion, equity, non-discrimination and Affirmation Action.
5. Remains current on all areas related to federal, state and local employment, civil rights and labor laws. Maintains awareness of new and revised federal and state employment, benefit, affirmative action and equal opportunity legislation, regulations and judicial rulings.

Other Qualifications

1. Advises and assists management, faculty and staff with employee and labor relations issues related to CCBC policies and procedures, HR Directives, collective bargaining agreements, grievances, disciplinary actions, and complaints. 

1. Serves as subject matter expert and consults with management, staff, and faculty regarding employee relations, equity and general human resource policies/procedures and regulatory compliance issues. 

1. Conducts investigations of internal complaints alleging unlawful discrimination, harassment, and retaliation; as well as allegations of violations of CCBC policy and procedure and unfair treatment. Prepares written responses and recommends corrective actions. 

1. Provides guidance, direction, support and technical assistance to supervisors in the preparation of coaching and counseling tools, such as Performance Improvement Plans, disciplinary memoranda and letters, and performance evaluations. 

1. Assist management in administrative tasks related to the preparation of reports and information requests; participate in other special projects and tasks as assigned.  

1. Collaborate with full-time Administrators/Employee Relations Business Partners in resolving cases by ensuring they have all necessary information and documents in a timely manner.

1. Perform intake, data entry, and consistent follow-up pertaining to performance management and complaints/investigation cases. 

1. Answer case-related phone calls and general inquiries while maintaining professionalism. 

1. Demonstrate attention to detail by accurately collecting, entering, updating, and correcting data in the issue data management system to inform departmental decision-making. 

1. Contact employees to review the complaint resolution process and collect additional information. 

1. Review digital files for accuracy and completeness; follow up on outstanding materials.  

1. Conduct Exit Interviews and surveys, collects and analyzes data, makes recommendations based on findings. 

1. Coordinates and participates in the collection and tracking of data for the annual Affirmative Action Plan and ensures timely submission.
