Do you have a passion for animal welfare and community service? The City of Casper is seeking dedicated, compassionate, and driven individuals to join our team as Animal Protection Officers. In this role, you'll help enforce local and state animal laws, care for animals in need, and promote safe and humane animal practices throughout our community.
Incumbents are responsible for responding to complaints regarding animals and performing a variety of animal protection duties.1.Patrols assigned area and responds to routine calls involving animals; assesses nature of situation and scene; and mediates disputes.
2.Explains and enforces applicable State and local laws and ordinances.
3.Conducts investigations on animal related crimes and incidents including cruelty and neglect; interviews witnesses, victims, and suspects; gathers and preserves physical evidence.
4.Prepares accurate and timely reports of daily activities and submits to appropriate individual(s).
5.Issues court summons and/or citation(s) to violators of animal ordinances within jurisdictions; testifies in courtroom proceedings.
6.Provides care for animals which includes receiving and vaccinating animals, administering medication, and evaluating animal behavior.
7.Determines animals to be euthanized; calculates and administers proper dosage; and completes required documentation.
8.Locates stray animals; returns stray animals to respective owner or to the shelter if the owner cannot be located.
9.Removes and disposes of deceased animals.
10.Assists in relocating wild animals from populated areas; assists law enforcement agencies with the removal of animals when owners are involved in accidents or are arrested.
11.Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
12.Performs other duties of a similar nature or level.
Knowledge (position requirements at entry):
Knowledge of:

•Proper English, including spelling, punctuation, and grammar.

Abilities (position requirements at entry):
Ability to:
•Work a variety of shifts including weekends, nights, and holidays as needed.

•Learn and interpret applicable Federal, State, and local laws, rules, regulations, ordinances, codes, and/or statutes.
•Learn local geography including street names, numbering systems, directional orientation, and major landmarks.

•Operate modern office equipment, software, and operating systems/applications.
•Prepare clear and concise reports.
•Maintain proper use of vehicles and equipment.
•Learn to prepare court summons for court hearings.
•Evaluate the condition of animals and determines the appropriate care to be administered.
•Learn and apply safe work practices for working with vicious or frightened animals.
•Deal tactfully with the public in a variety of emotional or difficult situations.
•Be granted special commission by the Natrona County Sheriff's Department.
•Maintain confidentiality.
•Learn and apply department procedures, rules, and regulations.
•Learn and apply principles and practices of animal husbandry.
•Learn and apply conflict resolution skills including how to diffuse hostile situations.
•Learn and apply recordkeeping principles.
•Learn how to handle, capture, and restrain domestic animals and livestock.
•Maintain a neat and professional appearance.
•Communicate effectively verbally and in writing.
•Follow written and verbal instructions and direction.
•Establish and maintain effective working relationships with those contacted in the course of work.
•Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.

Animal Protection Officer I:
EDUCATION and EXPERIENCE
•High school diploma or equivalent (G.E.D.) required.
•Must be at least 18 years of age.
•Minimum of one (1) year experience in law enforcement or an animal-related field preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
LICENSING and CERTIFICATIONS
•Possession of, or ability to obtain, a valid Wyoming Driver’s License within one (1) month of hire.
•Possession of, or ability to obtain, a certification as a Euthanasia Technician for the State of Wyoming within twelve (12) months of hire.
•Possession of, or ability to obtain, an Essential Animal Services Training (EAST) certification or National Animal Control Association (NACA) certification preferred.
Animal Protection Officer II:
EDUCATION AND EXPERIENCE
•High school diploma or equivalent (G.E.D.) required.
•Must be at least 18 years of age.
•Minimum of two (2) years’ experience in law enforcement or an animal-related field.
LICENSING AND CERTIFICATIONS
•Possession of a valid Wyoming Driver’s License.
•Possession of certification as a Euthanasia Technician for the State of Wyoming.
•Possession of an Essential Animal Services Training (EAST) certification or National Animal Control Association (NACA) certification.
