About the Department

General Responsibilities:

Manages, maintains and monitors the employee absence management and substitute finder system (Frontline). Provides secondary support for the performance tracking system (Talent-Ed). Coordinates the preparation and processes for new hire orientations and substitute orientations. Maintains and monitors Post-Retirement Employee Program (PREP), serving as the first line of support for monitoring and communicating PREP hours for employees and maintaining PREP documentation. Provides technical and clerical support in other human resource systems areas including the employee identification badge system, long-term substitute process, processing multiple monthly reports from various systems, and other related processes and systems as necessary. Work is of moderate difficulty requiring a significant amount of independent judgement and technical knowledge to respond to individuals and departmental needs. Contacts are made at all organizational levels within and outside the division. Requires handling of confidential and sensitive information.

Essential Duties:

  • Manages the employee absence management and substitute web-based software system and ensures the system is running properly at all times. Responds to employee concerns, serves as help desk;

    • Adds new employees and substitutes to Frontline.

    • Modified/makes changes as necessary to employee and substitute records.

    • Works with system vendors to resolve technical problems; notifies schools of system changes.

    • Monitors system for unfilled absences; informs school of hard to fill positions.

    • Screens substitute applicant files for incomplete information and follows up as necessary.

    • Creates and distributes monthly status reports on substitute usage, substitute fill rates, and ad hoc reports on substitute and teacher absences for management as necessary for departmental needs.

  • Inactivates substitutes throughout the year and end of each year according to departmental procedures in systems, i.e. Frontline, Kronos, etc.;

  • Serves as secondary technical support for the performance tracking software TalentEd and responds to administrator & employee concerns in a backup capacity;

  • Serves as the first line of support for employees and documents support for the PREP program. 

  • Facilitates the recruiting, onboarding, and hiring process for substitute teachers and instructional assistants. Posts substitute teacher and instructional assistant positions. Uploads documents, hires employees into the applicant tracking system (NeoGov), human resource information system (Kronos), and absence management system (Frontline);

  • Provides ongoing training of designated systems to department and division staff;

  • Manages preparation and follow up processes for new hire orientations and substitute orientations;

  • Updates accrual balances of leave for any employees hired outside the normal data upload. Updates leave categories in Frontline to align with the needs of the division. Makes necessary corrections/changes to leave accrual balances as necessary;

  • Assists in planning and execution of job fairs;

  • Assists with the maintenance of employment files and records;

  • Implements process improvements to improve efficiency and customer service;

  • Supports department with administrative duties as needed;

  • Acts as subject matter expert in assigned areas;

  • Performs other duties as assigned.


 

Position Duties

Knowledge, Skills and Abilities:
Thorough knowledge of automated human resources, absence management, and substitute information systems. Advanced software skills including Microsoft Office Suite with an emphasis on Excel, Google platforms, and human resources information systems. Ability to maintain confidentiality of employee information. General knowledge of comprehensive human resource function; ability to manage daily operations with little direction. Ability to communicate effectively both orally and in written form; Ability to leverage technology to streamline processes; Ability to establish and maintain effective working relationships with employees, retirees, payroll, officials, agencies, general public, vendors, providers and consultants. Ability to maintain complex records and prepare reports from such records; ability to work efficiently under pressure and make decisions in accordance with laws, ordinances, regulations, and established procedures. Must be able to respond and address user requests with diplomacy and tact. Demonstrated ability to learn new computer software. Accuracy, attention to detail, and the ability to work quickly is essential. Demonstrated ability to work as a member of a team and to coordinate the efforts of others. 
 
Education and Experience:
A comparable amount of training and experience may be substituted for the minimum qualifications
 
Required: High school diploma. Considerable experience using technology, software and web-based applications, including job-related experience using Microsoft Office and Google platforms.
 
Preferred:  Experience in human resources management systems. Strongly prefer prior experience working with substitute management systems.

Work Schedule: 8 hours a day, 12 months (261 days)

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. May need the ability for a wide range of motion to include climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting approximately 15 lbs, grasping and manipulating.  May involve repetitive motions and long periods of sitting at a desk or computer. Work is typically performed in an office setting with occasional extended periods of time at computer terminals.
