The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

New York Independent System Operator in Rensselaer, NY seeks a Commitment Analysis Engineer to oversee the daily operations of the NYISO Day-Ahead market. The Commitment Analysis Engineer is expected to gain working knowledge of the New York State high voltage transmission system and the market analysis software to support the NYISO markets and security functions. This position will provide support in the development of software and techniques to assist in analyzing market functions.

The Market Design Specialist will lead the development of business requirements to implement new market designs. S/he will present proposals for new & evolving market designs and rules to NYISO stakeholders, including internal NYISO staff, senior management, market participants, and others. S/he will act as the primary point of contact between market participants and internal NYISO stakeholders. S/he will support project teams with the implementation of market designs.

 

Specifically, the Commitment Analysis Engineer will perform the following duties::

 

  • Perform daily procedure of running Day Ahead Energy Market while ensuring successful and timely daily posting. Compile and distribute results report.
  • Perform two Day Ahead simulation to evaluate system topology change impact on future market day results. Analyze simulation results.  Prepare and implement necessary corrective
  •  
  • Perform Short Term Reliability Assessment to evaluate the availability of Installed Capacity (ICAP) sold is sufficient to supply forecasted load.
  • Provide backup engineering support for on shift engineer. Validate shift engineer decisions.  Provide on call backup support as scheduled 365 days per year.
  • Coordinate daily commitment activities with all internal ISO staff, including Scheduling, Power System Operations, Market Monitoring, and IT functions.
  • Implement, test and maintain software modifications to the Security Constrained Unit Commitment (SCUC) and Real-Time Scheduling (RTS) programs.
  • Ensure integrity of software modifications by development and implementation of Business Owner Quality Assurance procedures to verify technical power system unit commitment and
  • security analysis functionality.
  • Test and implement network model updates to ensure system topology integrity.
  • Provide Power System Operations Dispatcher support.
  • Implement and maintain software and operating procedures to address special market and operating conditions.
  • Provide technical support to Market Monitoring, IT Quality Assurance and Stakeholder Services in replying to Market Participant questions for all aspects of Market Operations.
  • Implement and maintain OASIS Total Transfer Capability (TCC) limits used for scheduling limits in the Security Constrained Unit Commitment (SCUC), Real-Time Scheduling (RTS)
  • programs and Real Time Security Analysis to meet NERC Reliability Standards.
  • Maintain support to create weather-based load forecasts used in the Day Ahead and Real Time market systems.
  • Implement and test software modifications to the Security Constrained Unit Commitment (SCUC) and Real Time Scheduling (RTS) systems in support of new resources that are emerging to replace older generating units such as Energy Storage Resources, Co-located Storage Resources and Aggregations.
  • Implement test and maintain software modifications to the Security Constrained Unit Commitment (SCUC) and Real Time Scheduling (RTS) systems in support of Intermittent resources including wind generators and solar generators.
  • Support Business Management System (BMS) software deployment by performing BMS parameter validation process.
  • Support department processes to meet SOC1 audit requirements. Ensure processes are executed correctly.  Periodically gather and provide evidence of audit compliance.
  • Validate primary and alternate control center hardware and software systems readiness in support of the NYISO’s Business Continuity Plan.

 

 

Requirements:

Bachelor’s Degree in Electrical Engineering or related field. The successful candidate must have 2 years of experience as a Engineer in the power/energy industry, and experience working with the following::

  • Autodesk Revit MEP
  • AutoCAD Electrical
  • SKM Power Tools – Dapper

 

Salary Amount/Range $79,456.00 to $108,111.84
