Jail Health Services – a division of the Public Health Seattle and King County Department – is seeking a Project/Program Manager (PPM) III to lead a project expanding access to Medications for Opioid Use Disorder (MOUD) for residents in King County correctional facilities. The MOUD Expansion Project is a 2-year endeavor to improve access to treatment for patients with substance use disorder by redesigning the program.
This position will manage the multi-phase from project end-to-end. The person selected will guide the project team in planning, facilitate decision-making, provide analytical and communication support, report status and outcomes, and support the project team through implementation. They will manage a major priority for Jail Health Services and interact with various teams and service areas within the division as well as partners and stakeholders across King County. JHS provides needed health and social services to the incarcerated population located in the King County jails – King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our division includes over 250 employees and an annual budget of over $60 million.
The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is to assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.
Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.
JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.
Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last 2 years. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.
This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule
Typically, Monday through Friday, 8am-4:30pm. There is flexibility to change the start/end times and flex hours once the selected person starts.
There may be a need to work some evenings or weekends.
Work Location
The work associated with this position will be performed through a combination of remote and onsite work. The successful candidate may be expected to report to the office for onsite work typically (2-3 times per week). The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. The primary onsite location is (King County Correctional Facility - 500 5th Ave. Seattle, WA 98104 and Maleng Regional Justice Center - 401 4th Ave. N. Kent, WA 98032). Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
