About the Department

Under general supervision from the IT Assistant Director (EA, Dev & Cyber), is responsible for assisting in planning and execution throughout the Product Lifecycle, with a focus on gathering product and customer requirements while working closely with engineering and support to ensure customer satisfaction goals are met.  This job class is treated as FLSA Exempt.

Position Duties

Tasks:

  1. Supports the product line’s life cycle and anticipates any problems.  Supports all aspects of in-life products, including customer feedback, requirements, and issues.
  1. Participates in requirements gathering and analysis.  Reviews requirements with senior team members to ensure clarity and understanding. Delivers Product Requirement Documents with prioritized features and corresponding justification.
  1. Collects and analyzes feedback from customers, stakeholders, and other teams to shape requirements, features, and products.  Designs and develops software user interface prototypes to illustrate understanding of business, technical, and data requirements, and to obtain stakeholder approval.
  1. Serves as an in-house expert for our products and is the key contact for all functional issues.
  1. Works with software engineers to create test plans.  Assists in the execution of user acceptance test cases.  Leads end-user testing sessions and training.
  1. Provides timely and accurate updates of individual progress, communicating all variations to commitments as they are known.
  1. Maintains technical as well as end-user software application guides for new and existing functionality. Provides 24x7 support for critical applications as assigned.
  1. Performs other job-related tasks as assigned by the Assistant IT Director (EA, Dev & Cyber) or IT Director/CIO.

Knowledge, Skills, Abilities and Other Characteristics:
  • Knowledge of business analysis methodologies.
  • Knowledge of software development and implementation methodologies, with an emphasis on Reactive system design approaches.
  • Knowledge of software testing and documentation methodologies. Proven experience with testing complex user interfaces.
  • Detailed knowledge of both manual and automated testing.
  • Knowledge of conducting User Acceptance Testing.
  • Knowledge of Agile Software Development Lifecycle Methodologies with an emphasis on Kanban, Sprints and iterations.
  • Skill with verbal and written communication.
  • Skill eliciting requirements from customers and end-users.
  • Skill documenting requirements in the form of user stories, workflows, wireframes and other specification documents.
  • Excellent organizational and time management skills.
  • Sharp analytical and problem-solving skills.
  • Skill teaching software system usage in one-on-one and classroom settings.
  • Ability to effectively handle change management and requirements gathering.
  • Ability to assess business processes, identify inefficiencies or redundancies, and re-engineer processes to improve quality, productivity and services.
  • Ability to write effective user stories.
  • Ability to develop and maintain positive and effective working relationships with all levels of the department and Community.
  • Ability to work independently and manage multiple concurrent tasks effectively.
  • Ability to learn quickly and be willing to tackle tasks requiring advanced problem-solving skills.
  • Ability to interact with computer users at all levels of staff and at all levels of computer experience.

Minimum Qualifications

Education: A bachelor’s degree from an accredited college or university in Information Systems, Management Information Systems, Computer Science, Engineering or a closely related discipline.

Experience:

  • 1 year demonstrated Product Management experience defining and launching excellent products required.
  • 1 year demonstrated product development experience with recent UX Design Techniques and Software Development Lifecycle Methodologies (SDLC) required.
  • 3 years of demonstrated successful experience in the following required:
    • Business Analysis Methodologies.
    • Creation of software requirements for custom development teams specifically.
    • Agile Software Development Lifecycle Methodologies.
    • UX Design methodologies for Reactive as well as legacy frameworks.
    • Working directly with engineering teams to design and iterate on products.
    • Manual and automated testing.
  • 1 year demonstrated Project Management experience with custom development teams preferred.
  • Demonstrated successful experience in the following preferred:
    1. Proficiency in various programming languages in development teams, (Java, .Net, Angular) is a plus.
    2. Hands-on experience with automated testing tools such as Selenium, Cypress, and Postman.

Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered. 

Underfill Eligibility: An enrolled Community Member who closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Other Qualifications

Special Requirements:   May be required to work beyond normal work hours including nights, weekends and holidays.
