Clinical Systems Analyst – Laboratory

PRIMARY FUNCTION:

The Clinical Systems Analyst is responsible for supporting, maintaining, updating and optimizing a product component of the Regional Health Information System (RHIS) for the South East Hospital Cluster, including providing rotational on-call support, gathering requirements from end-users, performing system testing and implementing workflow updates and changes. Works under general supervision of the Manager and with the technical direction of more experienced senior specialists and system analysts.

 

Within this role the employee is accountable for contributing to the delivery of the Regional Health

Information System (RHIS) strategy. As an employee, one must demonstrate an awareness of and be

responsible for actively promoting and supporting patient and family centered engagement and care in all

PRINCIPLE RESPONSIBILITIES:

Oracle Cerner system configuration and Production Support

  • Provides HIS system support and on-call service as required; coordinates problem resolution related to end-user issues or errors, support enhancement and optimization of the system.
  • Supports the system by following ITIL best practices for incident, problem and change management to meet established service level objectives
  • Documents system issues and resolutions for future reference
  • Provides end-user system support by troubleshooting issues and performing break-fixes and root cause analysis
  • Attends Change Control Board meetings and presents change requests that are related to an incident
  • Gathers feedback from end users about system performance and develops potential solutions for identified problems while exercising regional change management processes and policies
  • Manages end-user requests by performing resolution analysis and research, conducting unit and integrated tests, and implementing as per change management policies
  • Works closely with clients and other stakeholders to understand workflow changes and issues that require analysis and resolution
  • Maintains the product component across Oracle Cerner system domains (e.g., Dev, Test, Production) as per regional domain management strategy
  • Executes system unit testing and integration testing for implementing new releases, upgrades, fixes and other changes; work with the Lumeo team to identify mission critical business process scenarios and core Cerner functionality to be tested
  • Performs updates and system maintenance activities specific to the product component
  • Supports product component enhancements and optimizations, as well as new application implementation or integrations, as required
  • Provides on-call support on rotational basis

 

Process Improvement and Change Management – works on projects focused on enhancing or optimizing the RHIS, as well as executing all phases of the software development life cycle. Examples include:

  • Communicates with stakeholders to understand and document their unique business requirements
  • Develops and analyzes functional specifications and translate them into technical opportunities
  • Integrates systems and reconciles requirements across stakeholder groups
  • Documents system issues and resolutions for future reference
  • Monitors and assesses clinical workflows and makes recommendations for improvement, where applicable
  • Contributes and documents procedures, guidelines, and project communications for clinical areas, attends on-going team meetings, monthly/ad hoc vendor and end-user meetings
  • Seeks guidance from senior clinical systems analyst for complex issues and configurations
  • Identifies and informs the operation’s manager about key issues and roadblocks that may need attention from senior leadership

 

Education and Learning

Maintains a working knowledge of the clinical applications in which they are trained and its relationship with other applications in the RHIS; coaches new team members in their respective function; cross-trains on other clinical applications; maintains knowledge of technological advances; maintains knowledge of hospital workflows and operations that may impact the system.

Identifies and informs operation’s managers of opportunities for optimizing the system to better support end-users, in conjunction with the stakeholders. Provides performance feedback. QUALIFICATIONS:

  1. Undergraduate Degree in Computer Informatics, Computer Science, Health Informatics, or any Health-related discipline or, equivalent combination of education and experience providing technical system and application support of a regional/hospital health information system
  2. Minimum of 2+ years of experience as a lab professional in a diagnostic laboratory and experience with Oracle Health Hospital Information System; OR Minimum of 2+ years of experience as a clinical informatics specialist, including working closely with front-line staff in the diagnostic laboratory, and experience with Oracle Health Hospital Information System; OR Minimum of 2 years of experience as a clinical systems application analyst in Oracle Health Hospital Information System, specializing in PathNet laboratory solutions.
  3. Knowledge of diagnostic laboratories including medical devices and interfaces and workflows as it relates to end-users
  4. Knowledge of of ancillary workflows such as radiology, laboratory and Infection Prevention and Control workflows, pharmacy, surgery, etc.;
  5. Knowledge and understanding of the laboratory processes in multiple disciplines (Anatomic Pathology, Blood Bank Transfusion, Chemistry, Hematology, Coagulation, Microbiology) as directed by the Senior Clinical Systems Specialist.
  6. Knowledge and understanding of the laboratory instrumentation and integration as directed by the Senior Clinical Systems Analyst:
  7. Knowledge of Medical Device Integration (MDI), building, maintaining, and troubleshooting
  8. Knowledge of Foreign System Interfaces (FSI), Health Level Seven (HL7), and failed message error management
  9. Knowledge of Ontario Laboratory Information System (OLIS) interface aliasing, conformance testing, and client self-testing
  10. Knowledge of aliasing orders and data elements
  11. Knowledge of clinical documentation as it relates to Infection Prevention and Control
  12. Experience with ServiceNow
  13. Ability to identify and analyze issues and provide solutions using problem-solving and analytical skills
  14. Excellent prioritization, organizational skills, and project management methodologies, as demonstrated by the ability to manage own time and successfully complete multiple tasks and projects assigned simultaneously
  15. Ability to communicate effectively (both orally and in writing) with all levels of stakeholders and management to provide efficient customer service
  16. Demonstrated good judgment, decision-making and problem-solving skills
  17. Demonstrated ability to work effectively with little direct supervision and within a team
  18. Demonstrated skills in working with all levels of staff in an organization and the ability to work with external groups, agencies, and/or individuals
  19. Knowledge of principles and methodology of systems development life cycle
  20. Working knowledge of common MS-Office products (Excel, PowerPoint, Word)
  21. Relevant knowledge and experience of Oracle Health Hospital Information System
  22. Technical knowledge of CCL (Cerner Common Language) with solid experience using it (evidenced by completion of Discern Beginner, Intermediate courses), knowledge of the Cerner Millennium database model, and familiarity with HTML/JavaScript – preferred
