JOB SUMMARY
Provides business analysis support on various regulatory topics, including transmission policy development, tariffs, ratemaking and regulatory compliance. Researches, analyzes, interprets and distributes information on regulatory matters. Manages and supports company advocacy efforts, business plan objectives and policy development. Manages administrative and strategic development efforts for regulatory filings and similar regulatory initiatives. Serves as the Company liaison with the Michigan Public Service Commission.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Provides regulatory business analysis support by interfacing with all levels of management to discuss and clarify regulatory issues.
- Develops reports to meet management requests for regulatory related information.
- Performs financial and statistical analyses to evaluate the implications of regulatory issues on the Company.
- Supports pricing, ratemaking and tariff development efforts by performing research, creating proposals and advocating before stakeholders and regulatory bodies to achieve Company objectives.
- Participates in regulatory proceedings by developing and reviewing regulatory filings, sponsoring and/or drafting testimony and processing discovery questions.
- Serves as Company advocate on transmission policy initiatives by working with Company personnel on policy initiatives to identify potential impact on Company and help to develop appropriate responses to further Company's strategic goals; meets with regulators, stakeholders/customers and industry groups.
- Researches, analyzes, interprets and reports data on regulatory matters.
- Provides timely and accurate information and analysis to management on regulatory matters that may affect the Company.
- Represents the Company by participating in Regional Transmission Organizations (RTO) committees (Organization of Midcontinent Independent System Operator (MISO) States (OMS), MISO Transmission Expansion Plan (MTEP) and task forces (Michigan Technical Study Task Force at MISO) to protect and further enhance the Company's interest on key initiatives.
- Participates in internal strategy debrief meetings to formulate the company's strategic goals.
- Serves as case manager to lead administrative and strategic development efforts for regulatory filings with company personnel, consultants, outside counsel and others as needed.
- Works and coordinates with the ITC Michigan OpCo President, Director, Public Affairs and other ITC employees to position ITC in the Michigan Regulatory arena.
- Develops effective working relationships with and serves as the ITC Michigan regulatory liaison with the Michigan Public Service Commission (MPSC) Commissioners and staff, coordinating and periodically updating them on current regulatory events and/or needed policy reform. This includes attending relevant MPSC, NARUC, MARC and other regulatory events/meetings to foster relationships and advocating of ITC Michigan positions.
- Coordinates messaging and strategies for ITC at National Association of Regulatory Utility Commissioners (NARUC) and Mid-America Regulatory Conference (MARC)conferences.
- Develops effective relationships with peers at other Investor-owned utilities (IOU) utilities in Michigan
- Develops effective relationships with peers at statewide associations which include but not limited to, Michigan Power Plant Association (MPPA), Michigan Energy Innovation Business Council (MEGA), Michigan Energy Innovation Business Council (MIEIBC), 5-Lakes Energy etc.
- Develops and delivers presentations about ITC Michigan and its regulatory positions to state regulators, stakeholders/customers, industry/trade associations, consumer groups and other utility professionals and report on any feedback received from these interactions.
- Monitors and keep abreast of state regulatory policy and electric utility legislative initiatives that impact regulatory proceedings. Includes attending or monitoring State/Local regulatory commission open meetings; directing the research, analysis and interpretation of regulatory filings; reviewing industry publications; and attending pertinent electric industry technical conferences.
- Formulates and articulates strategies to ITC Michigan President and Director, Public Affairs in response to regulatory policy or filings impacting ITC Michigan and/or its customers. Conducts the research, analysis and interpretation of data and disseminate information on regulatory issues and its impact on ITC Michigan.
- Participates in and represents ITC Michigan in state/local regulatory proceedings. Develops and reviews regulatory filings of other IOUs and relevant stakeholders, drafts testimony and reviews/edits legal briefs, ensures responses to data requests are timely and accurate, and performs other necessary regulatory case management.
- Represents the Company as a Board member on the Michigan Energy Providers Conference annually.
- Provides a monthly summary of activities to ITC Michigan personnel.
- Ensures the Company is in compliance with relevant Michigan regulatory directives including the timely submittal of reports or filings.
- Supports the Manager, Government Affairs efforts with technical support and regulatory insight when needed.
REQUIREMENTS
- Bachelor's degree in relevant discipline or relevant, equivalent experience and/or education; Master's degree in Business Administration or other relevant discipline preferred.
- Minimum of seven (7) years of progressively responsible experience as an electric utility Regulatory Analyst or commensurate experience.
- Utility regulatory experience preferred.
- Knowledge of roles, responsibilities and requirements of state public utility commissions, the Federal Power Act, Federal Energy Regulatory Commission, Department of Energy and North American Electric Reliability Council.
- Advanced knowledge of computer applications such as Microsoft Word, Excel, Outlook and PowerPoint.
- Ability to communicate effectively (both verbally and in writing) and establish rapport with management, colleagues, regulators, stakeholders/customers and other individuals inside and outside the company.
- Logical problem-solving skills and the ability to thoroughly research issues and analyze various types of information.
- Ability to motivate Company personnel and outside legal help to respond to various regulatory issues and timelines that may inconvenience their normal work duties.
- Ability to understand and interpret the effects of FERC and various state utility commission rules and regulations on Company.
- Ability to work in a constantly changing environment and capable of working on multiple projects and tasks and completing the necessary work to meet time deadlines.
- Ability to travel for Company business, including overnight stays, up to several times per month.
