Reporting to the Director of Community Standards Peace Officers, the Strategic Planning Analyst I is a key role responsible for leading and coordinating strategic efforts across the section. This position manages important issues, conducts research and analysis, and develops performance metrics to ensure our work aligns with the City's overall strategy. You will work collaboratively with both Transit Peace Officers and Community Standards Peace Officer units to enhance processes, manage projects, and oversee vendor contracts. Your work will be crucial in streamlining our business operations and using data to inform decisions that contribute to a safer and more vibrant Edmonton. This role is perfect for a proactive individual who can see the bigger picture and connect strategic goals with day-to-day operations.
What will you do?
Lead the section through strategic, business, and operational planning processes to ensure alignment with corporate goals
Manage vendor and partner relationships, including scheduling performance meetings, coordinating reporting, and developing procurement documents like RFPs
Oversee projects from planning to completion, ensuring partners are engaged, timelines are met, and work stays within scope and budget
Conduct research and analysis on a wide variety of issues, monitor trends, and provide recommendations to leadership
Develop and implement performance measurement tools, dashboards, and evaluation frameworks to track the success and effectiveness of programs
Prepare high-quality reports, briefing notes, memos, and presentations for executive leadership and other diverse audiences
Identify and implement improvements for internal processes to ensure efficient and effective programs
Represent the Community Standards Peace Officer section on various branch, department, and corporate committees and working groups
University Degree in business administration, public administration or in a related field
A minimum of five (5) years of related experience in working with and implementing strategy
Demonstrated experience in managing complex projects and issues
Experience in project research, data analysis, and evaluation (qualitative and quantitative)
Experience developing and managing procurement processes and documents
Experience working within government and/or other large, complex organizations
Assets:
3+ years of experience working with multicultural, Indigenous, or vulnerable populations
Experience in the public sector
Volunteer experience
Knowledge of and experience working with a Strategic Foresight approach
Skills required for success:
Highly developed problem-solving,law enforcement strategies and critical thinking, and planning skills with a demonstrated ability to apply strategy and set strategic direction
Demonstrated knowledge of project management principles and tools to effectively gather, synthesize, and analyze data and achieve desired outcomes
Highly skilled in written and verbal communication, with the ability to create accessible reports and presentations for a variety of audiences
Proven ability to establish and maintain effective relationships with senior management, community partners, and internal stakeholders, using a diplomatic approach
Ability to promote a culture of teamwork, respect, and inclusiveness while convening and facilitating diverse groups
Demonstrated knowledge of research methodologies and experience developing performance measurement indicators and evaluation matrixes

Conditions of Employment:
Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

Work Environment:
This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

$42.304 - $52.853 Hourly; $74,529.070 - $93,113.770 Annually(33.75 hours per week)
