JOB CLASSIFICATION SUMMARY

 

Positions assigned to this class are responsible for performing, leading and overseeing semi-skilled and skilled level staff responsible for operating and maintaining specialized and/or heavy equipment in the maintenance of the Town's utility systems. 

DISTINGUISHING CHARACTERISTICS

This is a lead level classification in the utilities maintenance and operations job family that requires advanced technical knowledge and skill in the technical/functional aspects of assigned utilities role. Work involves planning and coordinating work assignments and the modification of established guidelines and the initiation of new approaches.  

Position Duties

ESSENTIAL DUTIES

The following are intended to describe core work functions of this classification.  While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.

 

  • Leads a team of employees in performing semi-skilled/manual work and operating equipment associated with maintenance and repair of water utility infrastructures. Provides direction, training, guidance, and assistance to employees; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations; assists in selecting new employees.
  • Maintains, monitors, troubleshoots, repairs, installs, programs, and/or calibrates equipment, systems, or repair, maintenance and testing of assigned operations.
  • Prepares reports and documentation on work progress, proposed changes, activities and findings.
  • Monitors inventory levels; orders and purchases required supplies and materials.
  • Responds to and resolves complaints or issues.
  • Monitors equipment operations to maintain efficiency and safety.
  • Performs general cleaning /maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition.
  • May serve as a lead to staff to include assigning, monitoring, and reviewing work and providing direction.
  • Oversees the day-to-day work orders which may include assembling, installing, repairing, replacing, relocating, testing, maintaining and/or investigating a variety of equipment, fixtures, and delivery systems.   This may include but not limited to meters, lock outs, unlocks, red tag notices, mainlines, line leaks, line plugs, hydrants, hydrant meters, temporary meters, valves, utility access holes, air relief valves, irrigation lines, ports, and well site facilities, sampling, test procedures.
  • Manages the operations of a variety of routine services including the valve exercise program, hydro excavating, camera pipes, Jetting, flushing program, and preventative maintenance program, and/or other maintenance and repair activities. As well as the input of data into collection to system maintenance and operations programs.
  • Conducts site inspections; maintains written work records, including complaint resolution, maintenance and repair logs, flow records, daily work logs.
  • Performs various tasks associated with installation, maintenance, and reading of water meters: coordinates meter reading activities, distributes route sheets, and assigns meter installations and change-outs to meter readers; connects, disconnects, or reconnects water service to activate/de-activate customer accounts; installs water meters and MXUs; repairs underground water lines, meter leaks, water meters, and wires on meter registers and MXUs; replaces or changes out meters; uploads/downloads meter reading data between portable computer and office computer for billing purposes; reads radio-installed meters via computer.
  • Performs routine water storage and production facility inspections; monitors pumps, motors, valves, and controls at water storage and production facilities to include dead-head and other efficiency testing on a regular basis; monitors and operates SCADA system; troubleshoots pump, motor, electrical component failures; monitors, maintains, and adjusts chlorinators applying proper chemical dosages; maintains facilities to include weed control and other appearance factors; performs repair, maintenance, and replacement on various motors, valves, pumps, and controls; reading and recording of meters; hauls chlorine tablets; conducts quality control and safety assurance; water quality sampling and handling.
  • Operates, maintains, and repairs a variety of hand and/or power tools, trucks, tractors, heavy equipment, pumps, compressors, weed whackers, saws and/or a variety of other light equipment.
  • Responds to emergency situations such as system breaks, overflows or blockages as needed.
  • Maintains written work records, including complaint resolution, maintenance and repair logs, flow records, and daily work logs.
  • Maintains and controls inventory including tracking inventory used per work orders and new parts and materials received.
  • Follows safety procedures, utilizes safety equipment, and monitors work environment; reports any concerns in a timely manner.
  • Participates in on-call program.
  • Receives various forms, reports, correspondence, logs, lists, credit card statements, invoices, time sheets, work orders, vehicle records, maps, blueprints, construction drawings, material safety data sheets, operational guides, policies, procedures, standards, regulations, manuals, reference materials.
  • Performs related work as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS (at job entry)

Education and Experience:  

 

High School Diploma or GED, completion of an electrical apprenticeship program, and 3 years of experience as a journey-level electrician in an industrial setting; or an equivalent combination of directly related education and experience. Two years of experience in a municipal water or wastewater environment is preferred. 

 

LICENSING/CERTIFICATION REQUIREMENTS 

  • Driver’s License;
  • Arizona Department of Environmental Quality Grade II Water Distribution Systems Operator Certification within 6 months of hire;
  • Proof of completion of an electrical apprenticeship program;
  • Maintain all certifications/licenses required at job entry.

KNOWLEDGE

  • Principles, practices, methods, materials, and tools used in maintenance, installation, repair, and modification of electrical systems;
  • Applicable computerized systems utilized in the performance of work;
  • Variable Frequency Drives;
  • Principles and operation of electrical, electronic, and computer control systems;
  • Special tools and equipment required for electrical conduit, cable, wire, switch, and pole line systems;
  • Customer service principles;
  • Water distribution systems, wastewater collection systems and/or Irrigation systems;
  • Methods, sampling, testing, materials, tools, and standard practices for the installation, maintenance, operation, repair, and inspection of water and wastewater distribution/ collection systems, irrigation systems and related equipment;
  • Various hand and power tool and equipment operation;
  • Various monitoring systems; 
  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities;
  • Occupational hazards and safe work practices including open trench safety;
  • Hazards and precautionary methods, voltage and arc flash hazards, and safety electrical procedures as outlined in National Fire Protection Association (NFPA) 70e.
