Under general supervision, performs corrective, preventative, and predictive maintenance on the SCADA components in the water and wastewater systems, and supports accurate data collection, reporting and reliable, safe and efficient operation and maintenance of SCADA system and related hardware and software systems used to control operation of the City’s water and wastewater systems.ESSENTIAL JOB FUNCTIONS:
Works collaboratively with Information Technology staff to administer SCADA system security, maintenance of local area networks, and communications systems associated with the SCADA system, maintenance of SCADA database, integration of SCADA system with other enterprise-wide systems and related hardware and software interfaces.
Programs PLC, SCADA applications, and related software.
Maintains records for SCADA system and related equipment including manufacturer manuals, design documentation, test equipment, maintenance histories, calibration and test records, and inventory of spare parts, and provides data backup plan and maintenance of backup files.
Installs, adjusts, tests, calibrate, maintains, and repairs a variety of computer and electronic components of the water department SCADA system.
Works collaboratively with contractors, consultants and operators to implement new SCADA components and modifications to existing SCADA components; coordinates with and reviews work by contractors and consultants for compliance with plans and specifications; and assists in start-up of new equipment.
OTHER JOB FUNCTIONS:
Ability to plan, direct, monitor and provide management oversight for Water Treatment, Laboratory Services, and Water Resource Services activities.
Provides management of personnel including hiring, performance evaluations, discipline, rulemaking, safety assurance, and other duties supporting a team environment.
Ability to plan, direct and monitor preparation and implementation of annual operating budget and capital improvement projects for Water Treatment, Laboratory Services, and Water Resource Services
Ability to plan and implement actions that ensure meeting all regulatory requirements for water treatment, production, pretreatment, watershed management, and laboratory services.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Considerable knowledge of GE’s iFix SCADA application and overall system understanding. Knowledge and experience with a Historical data collection system, preferably GE’s Historian product.
Knowledge of Programmable Logic Controllers (PLCs) used in an industrial control environment. Knowledge of theory, function, assembly, practices, tools, equipment and safety procedures used in troubleshooting and preventative maintenance and repairs of typical SCADA system.
Knowledge of the National Electric Code and other rules and standards pertaining to construction and maintenance of control systems and related equipment. Knowledge of water treatment and wastewater collection processes and systems is desired. Knowledge of advanced math.
Skill performing database tag edits, graphical display creation/modification, and configuration.
Skill in word processing, database, work management, PLC programming, SCADA application programming, and spreadsheet software.
Skill in reading and interpreting drawings, electrical plans, ladder logic, and diagrams of electronic circuitry.
Skill applying troubleshooting techniques to find and resolve problems in the control system.
Skill in communicating effectively, both orally and in writing.
Ability to operate a variety of equipment including, but not limited to computers, fax machine, radio, hand tools, plant process equipment, power tools, test equipment, calculator, copier and motor vehicles.
Ability to perform a variety of physical skills including but not limited to carrying, climbing, dragging, driving, filing, holding, kneeling, lifting up to 100 pounds, pulling, pushing seeing, sitting, sorting, squatting, standing, stooping, typing, walking and writing.
Ability to receive detailed information through oral communication and make fine discriminations in sound.
Ability to organize and prioritize tasks.
Ability to communicate the status of SCADA system equipment and processes to others.
Ability to respond to customer requests and conduct special projects and studies for management when requested. Incumbent is subject to fume/odor, dust/mites, chemical, mechanical and electrical hazards.
Qualifying Education and Experience:
Associate’s degree in industrial controls, instrumentation, computer science, computer programming, or other related field.
Three years of experience using programming languages, control software, industrial control programming, and related tools for industrial process controls systems design or similar related experience, and repair and maintenance of electrical equipment.
An equivalent combination of education and relevant experience will be considered.
Possession of a current Journeyman’s License as issued by State of Texas is required. Valid Texas Driver License, Class C.
Required to obtain a Class "D" Water Operator’s License or higher (from the Texas Commission on Environmental Quality), within five (5) months of employment.
