The Commodity Manager will execute all procurement activities for assigned electrical and structural commodities within the Power Santa Clara Valley HVDC project. The role owns the full sourcing cycle—bidding, contract award, supplier management, approvals, and expediting coordination—ensuring compliance with project specifications and Owner interface requirements.

Responsibilities:

Responsible for selected bid packages such as: 

  • Converter hall and control equipment enclosures 
  • AISC and tubular steel structures 
  • Instrument transformers, disconnect switches, and insulators 
  • Conductors and buswork 
  • AC/DC station service panelboards, batteries, and chargers 
  • Substation yard lighting and physical security systems 

Procurement Execution 

  • Develop RFQ packages and bid tabs in line with project contract documents and the Division of Responsibility. 
  • Lead supplier qualification, pre-award clarifications, and commercial evaluations. 
  • Draft and negotiate POs and subcontracts with defined delivery, QA, FAT, and warranty terms. 
  • Manage Owner approval of designated materials prior to PO release (as per project contract documents). 
  • Coordinate with Engineering and QA/QC on design review, FAT planning, and document submittals. 

Supplier & Quality Interface 

  • Enforce specification compliance for commodity-specific requirements (ANSI/IEEE/NEMA/AISC standards). 
  • Track manufacturing progress, FAT dates, and approval cycles in alignment with 60% / 90% / IFC milestones. 
  • Support Owner and project contract document technical reviews and testing participation. 

Project Coordination 

  • Maintain package status and forecast reports to align with the Engineering Deliverables List. 
  • Participate in weekly procurement coordination with project controls and construction. 
  • Ensure all procurement records and QA documentation meet contract close-out requirements. 
Qualifications:
  • 7–10 years’ experience in substation or transmission equipment procurement (utility or EPC environment). 
  • Strong commercial and technical knowledge of substation commodities (panelboards, transformers, steel structures, disconnects, etc.). 
  • Demonstrated capability managing multi-package procurement in compliance-driven environments. 
  • Bachelor’s degree in Supply Chain, Engineering, or Construction Management (CPSM preferred).
