JOB TITLE: Parks Foreman
CLASSIFICATION: Non-Exempt
DEPARTMENT: CRE/Parks
SUPERVISOR: Parks Supervisor & Parks Manager
SALARY: $52,906 to $74,067 Annually
GENERAL JOB DESCRIPTION
To supervise, assign and review the work of staff responsible for the construction and maintenance of the City Parks; to oversee and participate in all work activities; and to perform a variety of technical tasks relative to assigned area of responsibility.
PRIMARY DUTIES AND RESPONSIBILITIES
- Plan, prioritize, assign, and supervise staff, and assist with daily maintenance requirements of park’s grounds and facilities. Review and follow up on the work of staff responsible for maintaining the City of Cheyenne parks and athletic facilities.
- Ensure the adherence to safe work practices and procedures; provide and coordinate staff training.
- Recommend and assist in the implementation of goals and objectives; participate in the selection of Parks maintenance staff; implement approved policies and procedures.
- Establish schedules and methods for providing Parks maintenance services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
- Supervise and assist in the preventative maintenance, service, and repair of maintenance equipment.
- Prepare and maintain a variety of records and analytical and statistical reports on operations and activities.
- Conduct performance evaluations for staff supervised; work with employees to correct deficiencies; implement discipline procedures.
- Supervises and participates in turf maintenance, cultural practices, weed control, snow removal, etc.
SECONDARY DUTIES AND RESPONSIBILITIES
- Respond to public inquires in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
- Maintain a positive and cooperative attitude towards the public and co-workers. Be a role model/mentor for other employees within the City of Cheyenne.
- Participate in special events and on call responsibilities.
- Perform other duties and responsibilities as required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Operations, services, and activities of a Parks maintenance program.
- Principles of supervision, training, and performance evaluation.
- Modern and complex principles and practices of Parks maintenance.
- Pertinent Federal, State, and local laws, codes, and regulations.
- Supervise, organize, and review the work of lower-level staff.
- Select, supervise, train, and evaluate staff.
- Read and interpret maps, sketches, drawings, specifications, and technical manuals.
- Interpret and explain City policies and procedures.
- Prepare clear and concise reports.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted during work.
QUALIFICATIONS FOR THE JOB
Required:
High school diploma or GED with specialized training in plant, soil or turf grass science, landscaping, or a related field.
Wyoming Department of Agriculture Commercial Pesticide Applicators license.
Preferred:
Associate degree or there (3) years of increasingly responsible experience in Parks maintenance and construction, such as cultural practices, plumbing, carpentry, landscaping, irrigation, etc. Including three years of supervisory, lead responsibility, and management experience.
PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 50 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment:
Outdoor, park environment; exposure to noise, dust, toxic chemicals, and inclement weather conditions; work with machinery; work or inspect in confined spaces, work irregular hours
