Louisiana Department of Health, Medical Vendor Administration is seeking an experienced and strategic Medicaid Chief Financial Officer (CFO) to lead the financial operations of the Medicaid division. The ideal candidate will possess deep knowledge of Medicaid regulations, reimbursement models, and healthcare finance, ensuring compliance while driving financial sustainability and growth. This role requires close collaboration with executive management, state legislators, and stakeholders to provide accurate financial reporting and forward-looking financial modeling related to Medicaid program changes at both the state and federal levels.
Position Duties
Minimum Qualifications:
• Bachelor’s degree in Finance, Accounting, Healthcare Administration, or related field; MBA or CPA preferred.
• Minimum of 5-7 years of progressive financial leadership experience, with significant exposure to Medicaid programs.
• Strong knowledge of Medicaid reimbursement methodologies, and regulatory compliance.
• Experience with Medicaid financial audits, cost reporting, and federal/state reporting requirements.
• Proven ability to manage large budgets and complex financial operations.
• Demonstrated experience in working with executive leadership teams and government entities.
• Proven ability to prepare and deliver financial reports to legislative bodies.
• Skilled in financial modeling and scenario planning related to Medicaid policy changes.
• Exceptional analytical, organizational, and leadership skills.
• Strong communication skills with the ability to present financial information clearly to diverse audiences.
Preferred Skills:
• Background in healthcare finance, managed care, or Medicaid managed care organizations.
• Experience working with state Medicaid agencies or government healthcare programs.
• Ability to navigate complex regulatory environments and develop compliance strategies
Other Qualifications
Job Duties:
- Lead and oversee all financial aspects of the Medicaid financial division, including budgeting, forecasting, financial reporting, and analysis. Ensure compliance with federal and state Medicaid regulations and guidelines.
- Develop and implement financial strategies that align with organizational goals and Medicaid policy requirements.
- Collaborate closely with executive management to integrate financial insights into overall strategic planning and decision-making.
- Prepare and present comprehensive financial reports to the Legislature and other governmental oversight bodies, ensuring transparency and accountability. Conduct detailed financial modeling and scenario analysis to assess potential impacts of proposed Medicaid policy changes at the state and federal level.
- Collaborate with internal teams and external partners to optimize Medicaid revenue cycles, including claims management and reimbursement processes.
- Manage financial risk related to Medicaid program changes and policy shifts. Oversee Medicaid cost reporting and audits, working closely with regulatory bodies and auditors. Provide strategic financial insights and recommendations to senior leadership and Legislators. Lead the preparation of financial statements and reports specific to Medicaid operations.
- Manage a finance team dedicated to Medicaid financial management and reporting. Drive continuous improvement in financial systems, controls, and processes tailored to Medicaid operations. Stay updated on Medicaid policy changes, funding opportunities, and regulatory trends impacting financial performance.
