Duties and Responsibilities

(**Denotes Essential Functions)

  • **This position will serve as the subject matter expert for procurement and fiscal management services for the Office of the Vice President for Community Colleges (OVPCC), and as the leading expert on fiscal and procurement related matters and advisor for the UH Community College campuses.
  • **Serves as the principal fiscal authority, ensuring compliance, guiding complex financial decisions, and managing critical systemwide financial operations.
  • **Directs and governs the procurement and contracting strategy for the operational needs of the Community Colleges. Ensures fiscal integrity, compliance, and strategic alignment across the Community College system.
  • **Directs the systemwide implementation and change management for new fiscal policies and administrative procedures, ensuring consistent adoption across all Community College campuses.
  • **Provides guidance in the preparation of contract and agreement specifications to UH Community College campuses, addresses inherent risks and ensures terms and conditions are in accordance with University policy and procedures.
  • **Directs the design, delivery, and assessment of fiscal and procurement compliance training for all OVPCC and Community College campus-level administrative staff, ensuring consistent system application of policies.
  • **Develops, interprets, and communicates policy and procedural guidelines related to financial management, procurement, travel, and other fiscal issues in compliance with State and federal laws, rules, and regulations.
  • **Provides advice and technical assistance to administrators on complex fiscal issues, including interpreting conflicting guidelines or providing direction where policy does not exist.
  • **Directs the development, implementation, and oversight of the Community College Systemwide fiscal control framework for all federal and extramural grants, in compliance with Federal, State, University, RCUH and UH Foundation policies and procedures.
  • **Manages consortium grants as the lead entity in administering allocations to UH Community College campuses and provide oversight in monitoring the full range of fiscal and administrative support services.  Responsible for certifying the financial integrity and compliance of all campus-level grant expenditures and grant execution.
  • **Advises Principal Investigators on fiscal administration of extramural awards, budget development and forecasting, contract administration/procurement, and extramural account maintenance and financial reporting.  
  • **Serves as the principal liaison and final fiscal authority to federal oversight agencies on matters of fiscal policy, reporting, and external audit responses.
  • **Provides expert guidance and oversight of the financial and business management affairs of the Community College Systemwide Support (CCSWS) programs in full adherence to the unique financial and budgetary requirements of the State of Hawaii and the University of Hawaii System.
  • **Interprets laws, directives, and policies to provide guidance to program administrators on fiscal/financial management, budgetary, and procurement issues.
  • **Directs and supports CCSWS programs in monitoring budget allocations, expenditure levels, and the status of account balances.
  • **Prepares program financial reports for internal and external use, provides financial modeling and forecasting to inform strategic budget planning, and establishes and maintains proper accounting, reporting, and internal control systems.
  • **Manages financial operations, including bond debt service payments, wire transfers, deficits and surpluses, fund group assignments, and cash management.
  • **Directs the preparation and execution of the OVPCC budget plans, including providing final fiscal review and approval of personnel actions for the OVPCC.
  • **Directs and governs the strategic fiscal planning, budget execution, and financial management of the CIP program, including procurement requirements.
  • **Manages funding for CIP consultant and construction contracts for the seven Community Colleges.
  • Other duties as assigned.

Minimum Qualifications

Education and Professional Work Experience

  • Possession of a baccalaureate degree in Business Administration, Accounting, Finance, or a related field, and seven (7) years of progressively responsible professional experience with responsibilities for budget management and planning, fiscal/procurement, financial accounting, or governmental accounting. Of the seven (7) years of required experience, at least four (4) years shall have been in a public/governmental or higher education agency managing State or Federal funds.  Or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Knowledge, Skills, and Abilities

  • Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies in the area of fiscal/procurement, budget management and/or financial planning.
  • Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with fiscal administration, government procurement, budget management and/or financial planning.
  • Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and innovative approaches.
  • Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer, apply word processing and spreadsheet software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications

  • Demonstrated strong quantitative, analytical, and critical thinking skills to assess complex fiscal scenarios, model financial outcomes, and resolve wide-ranging problems.
  • Demonstrated ability to independently develop and prepare complex financial and fiscal-related management reports, including multi-year analyses, financial projections, and formal financial reports for external government or oversight entities.
  • Demonstrated ability to use ingenuity and creative problem-solving to isolate, define, and characterize critical features of complex system-level fiscal issues, developing original and reliable solutions.
  • Demonstrated proficiency with Enterprise Resource Planning (ERP) financial systems (e.g., KFS or equivalent).
  • Exceptional ability to lead, mentor, and coordinate staff, manage competing priorities, and communicate complex financial data and policy recommendations clearly, concisely, and persuasively to diverse audiences (including executive leadership).
  • Demonstrated ability to identify, assess, and develop mitigation strategies for complex financial, procurement, and contract-related risks.
  • Demonstrated expertise and advanced analytical proficiency in Microsoft Excel, Word, and presentation applications.
  • Demonstrated ability to resolve issues in a collaborative and professional manner with diverse internal and external stakeholders.
  • Demonstrated ability to successfully meet critical deadlines and adapt effectively to ongoing changes and shifting organizational demands.

Desirable Qualifications

  • Prior experience with the UH Kuali Financial System (KFS), JasperSoft reporting, and/or the Research Corporation of the University of Hawai'i (RCUH) Financial System.
  • Demonstrated experience providing technical leadership or formal mentorship to fiscal staff.
  • Demonstrated expertise in successfully navigating and interpreting University of Hawai'i, State of Hawai'i, and Federal administrative policies, procedures, and procurement regulations, including basic knowledge of the State legislative budget and appropriations process. 
  • Demonstrated experience serving as a functional or technical lead in the implementation, conversion, or significant functional upgrade of a financial management system.
