GENERAL DESCRIPTION and CLASSIFICATION STANDARDS
The Instructional Design Specialist, Senior is a role within the Organizational Development unit of the Department of Human Resources. As an Instructional Design Specialist, Senior, this individual is responsible for taking an active role in the development of programs to equip employees with the necessary tools for development in current and future advancement. This individual will be expected to design and develop curriculum content, training materials, training modules, and job aids, in support of the staff of the City of Atlanta/Department of Aviation. This individual will develop curricula to be used by the training facilitators and training participants and is expected to work with subject matter experts for their expertise and input to ensure content accuracy, as applicable. This is a highly experienced professional who will be expected to deliver accurate, high-quality documentation within a specified deadline and timeline, and will utilize adult learning principles to develop all instructional materials. In addition, this individual will use strong interpersonal, written, and visual communication skills, analyze and improve existing processes, drive needs/gap analysis to improve deliverables and learning outcomes for internal/external customers, employees and stakeholders.
SUPERVISION RECEIVED:
Performs work under general supervision with review and advice from Sr. Training Manager/Organizational Development Executive Director.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Uses needs assessment tools to identify need for and determine effectiveness of educational programs.
Interacts with functional organizations/business units to develop specifications for content courses
Analyze assessment and evaluation results to drive design/development improvements
Course development using established instructional design and assessment models in a variety of modalities (instructor-led, blended learning, virtual instructor-led, Micro-learning, Webinars) and delivery platforms
Structure existing content for best learning experience by end-user, e.g., instructor-led or e-learning
Collaborate with Subject Matter Experts (SMEs) to identify and capture learning content
Analyzes and improve existing processes
Drive change through need/gap analysis, focus groups, etc.
Research, recommend and implement creative design/development improvements
Partner with internal and external teams to drive strategic improvements
Create follow up assessments to determine effectiveness of course material created and presented (ROI)

KNOWLEDGE & SKILLS REQUIRED:
Curriculum Development or Instructional Design background/experience
Comprehensive e-learning and classroom design and facilitation skills
Strong knowledge of adult learning theory and its application to learning solutions

Qualifications
MINIMUM QUALIFICATION – EDUCATION and EXPERIENCE:
Education: Bachelor’s Degree in Human Resources, Education, Business, or related field. (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)
Experience: 4+ years or related experience
Computer Skills: Microsoft Office (Word, Excel, PowerPoint, Outlook, eLearning Authoring Tools etc.)

Software Proficiency – Familiarity and hands-on experience with Learning authoring tools (Articulate Reach 360, Captivate, Storyline, Camtasia, iSpring Solutions, etc.); Artificial Intelligence (AI) Experience, Adobe C-Suite Creative Cloud, Canva, polling software (Menti-Meter, Poll Everywhere, etc.)
Inclusion & Accessibility – Demonstrated ability to integrate DEI principles, accessibility standards, and WCAG/ADA compliance into instructional design practices.
Multimedia Development – Experience creating multimedia assets, including microlearning videos, motion graphics, simulations, and scenario-based learning modules.
Learning Management Systems (LMS) – Experience managing and publishing content within platforms such as Oracle, Articulate 360, or comparable systems, with a clear understanding of SCORM/xAPI standards.
LICENSURES and CERTIFICATIONS:
None required. ATD certification is preferred.
