Description

SPAARK Inc. is currently seeking a Program Manager to support our customer the Naval Surface Warfare Center Philadelphia Division (NSWCPD) which serves as NAVSEA’s primary Land Based Engineering Test Site (LBTS) and one of the few research and development test sites across the country. The Philadelphia-based site is responsible for conducting tests, diagnostics, and evaluations of new, emerging and prototype systems. One of the facilities at NSWCPD is the Compatibility Test Facility (CTF). This position will assist CTF in business operations support functions such as financial, training, logistics and engineering technician support all while successfully executing program milestones and objectives. This position is contingent upon contract award.

 

The Program Manager shall support NSWCPD’s CTF Business Operations Support efforts in the following areas:

Program Support
• Provide EVM, Master Scheduling, IMS development, cost/schedule/performance analysis, NAVSEA financial tools support, visual reporting, program meetings, risk assessment, and process improvement.

Processing Support
• Assist with new employee onboarding, personnel training tracking, administrative reports, office supplies, timekeeping, MILSTRIP buys, shipping requests, and program data distribution.

Records Management & Documentation Support
• Implement Naval Records Management requirements (TRIM, file naming, SSIC coding, file disposal), organize Share File networks, draft/review correspondence, MOAs/MOUs, policies/procedures, manage agreements and correspondence, and provide program photography.

Financial Management & Analysis Support
• Use ERP for financial reports, cost/schedule/variance analysis, expenditure tracking, cost overrun monitoring, program/project reviews, and manpower/financial forecasting.

Quality Management Support
• Support accident/mishap reports, lessons learned, QA audits, QAPP updates, procedure integration, risk assessments, and CQTS or other quality databases.

Logistics Support
• Develop/update ILS documentation, technical manuals, and ECPs; provide supply/material planning, inventory management, preventative/corrective maintenance support, OSS/SOP execution, CDRL coordination, logistics presentations, and predictive failure analysis.

Manpower, Personnel, & Training (MP&T) Support
• Conduct FEAs, review NTSPs and manpower documents (PSMDs/SMDs), support and coordinate training events, provide SME guidance for training products and Navy curriculum, and track administered training.

Planned Maintenance Support
• Analyze PMS data trends, track planned maintenance actions, update MIPs/MRCs, manage preventative maintenance execution, QA checks, material staging, and scheduling.

Continuous Improvement & Configuration Management Support
• Improve processes/policies, develop Risk Management and Configuration Management Plans, support LEAN/CPI events, administer configuration data, and provide workflow/system design recommendations for security and application improvements.

Metrics Support
• Develop/maintain metrics, dashboards, and quad charts for TOC, cost savings/overruns, quality actions, logistics data, and overall program performance reporting.

Access & Security Requirements
• Access NR-WAN, C-RD, Restricted Data, and NOFORN documentation as required to support all activities above

Qualifications


Job Qualifications:

• U.S. Citizen with active SECRET clearance 

• Bachelor’s degree in Finance, Business Administration or Engineering from an accredited College or
University

• Six (6+) years of experience as a Program Manager supporting Navy technical programs including the
development, repair, installation, modification, operation, testing and maintenance of Government systems

• Experience in scheduling, planning, estimating, project control, subcontract management and project progress tracking

• Experience with Navy programs, organizations, functions, and responsibilities

 • Working knowledge of the Naval Sea System Command, Naval Surface Warfare Center and Fleet organizations
