Environmental Specialist I - Pollution Control - RM na Collier County, FL

About the Department

Performs environmental monitoring, implements environmental management systems, conducts inspections, and code enforcement for a specialized program involving pollution control, pollution prevention, natural resources, or related area.

Position Duties

• This position works in the Water Quality Monitoring Program which performs sampling and field studies of surface water, groundwater, and sediment quality in compliance with Florida Department of Environmental Protection and South Florida Water Management District sampling protocols.
  
• Duties would include maintaining and calibrating field sampling instruments, sample collection, documentation, data management and laboratory analysis.
  
• Coordinates environmental activities relating to pollution control, pollution prevention, environmental planning, conservation, land development, stormwater management, or related issues; provides a contact to County residents for environmental and pollution concerns.
  
• Investigates complaints regarding pollution, hazardous waste/substances, natural resources, conservation, or other environmental issues; documents findings of investigations and makes corrective recommendations; updates complainant with information regarding complaint; monitors status of complaints to ensure resolution; notifies appropriate authorities of case problems or incidents as appropriate; and writes formal reports for complaints. Conducts environmental inspections to protect County resources; investigates complaints and violations; conducts inspections of property; gathers evidence of violations and makes photographs of violations; research property ownership; reviews violations with violators and negotiates resolution of problems; reviews mitigation plans; presents evidence and provides testimony; coordinates enforcement activities with other agencies/divisions as needed.
  
• Research property information including site plans, permits, inspection and training records. Interprets and applies regulatory requirements while performing site audit.
  
• Performs inspections of private lift stations to ensure compliance with applicable regulations and makes recommendations to responsible parties concerning needed compliance/improvements.
  
• Provides support for development of County natural resource management policy; acquires and analyzes data to assess impact on natural resources; converts geographic coordinate systems in data sets; collects GPS coordinate to locate data and converts GPS data to analyzable formats; edits computerized mapping drawings for use in geographical information system (GIS); prepares data in wide variety of formats.
  
• Performs follow-up inspections to ensure proper response to non-compliance problems and correction of deficiencies.
  
• Assists with development of environmental ordinances, amendments, policies, and procedures.
  
  ADDITIONAL FUNCTIONS
  
• Monitors inventory of division equipment and supplies; ensures availability of adequate materials to conduct work activities; initiates requisitions for new/replacement materials; obtains product information and competitive price quotes for prospective purchases.
  
• Performs other related duties as required.
  

Minimum Qualifications

• Bachelor’s degree in an Environmental field required.
• One (1) year of previous experience preferred.
• Candidates without a related degree should possess an additional four (4) years of related experience.
• Fingerprinting Required.

LICENSES/CERTIFICATES
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
