About the Department
About the Automated Regional Justice Information System (ARJIS)
The ARJIS Department develops and maintains a complex, multi-agency information network that allows real-time law enforcement applications and data to be shared among 65 local, state, and federal criminal justice agencies. The information is used for tactical planning, investigations, and crime analysis. Providing real-time shared access to information increases collaboration among law enforcement jurisdictions, improves the overall effectiveness of the regional criminal justice system, and helps to address and anticipate public safety issues to improve the quality of life for residents of the San Diego region. The focus of current projects is on the development, implementation, and management of the ARJIS Enterprise System which is comprised of a suite of tools such as mapping applications, real time officer notifications, reporting, and other applications used for tactical planning and analytical queries.
Role
The Regional Trainer will support the regional training program by providing training to ARJIS users, enhancing training content and materials, and fostering collaboration between ARJIS users and internal technical teams. This position also will support work related to enhancing the online, interactive training module on the secure ARJIS portal and assist with establishing the ARJIS Learning Management System (LMS).
This is a two-year Limited Term opportunity.
Position Duties
- Coordinate and provide training on a variety of ARJIS law enforcement applications.
- Support the review of member agency training needs, collaborate with internal and external teams, and various member groups; research, review, and ensure compliance on mandated law enforcement training requirements and applicable grant requirements.
- Support Senior level staff with the development of the annual training program plan; support the creation of the ARJIS Learning Management System (LMS)
- Prepare and update training materials, including test construction, and selection of appropriate audio-visual aids.
- Support and deliver various modes of training (in-person and virtual) to local, state, and federal law enforcement officers in the San Diego region on public safety related applications including COPLINK, Mapping Dashboard, SRFERS, ONS, and administer mandated CLETS and security awareness training.
- Conduct various training sessions throughout the year (averaging four formal sessions and multiple one-on-one training sessions per month) for law enforcement officers within the region; provide specialized training to member agency in-house subject matter experts (train-the-trainer); work with consultant to create new learning modules for the upcoming LMS.
- Collaborate with internal ARJIS team members and other SANDAG teams to develop the external ARJIS training page; ensure website resources are continually updated, including the interactive training schedule, user guides, curriculum, and tips are functioning as intended.
- Support the collaboration between ARJIS customer application users and internal technical teams to share feedback and user needs.
- Support grant research for new ARJIS training grant opportunities, submit grant applications; ensure grant and contract requirements, milestones, and documentation are processed according to terms.
- Ensure administrative duties related to the ARJIS Training Program are processed, including invoice processing, tracking training, system and report updates.
Minimum Qualifications
- Bachelor's degree with major course work in public/business administration, information systems/technology, education, communications, or a related field. Certification related to Peace Officer Standards and Training (P.O.S.T.) and experience in a law-enforcement environment is preferred. A combination of education and recent work experience may be considered in lieu of the bachelor's degree.
- Three years of experience supporting a customer focused training program that facilitates individual and organizational learning and development; experience with ARJIS applications is preferred.
- Experience collaborating with customers, internal, and external subject matter experts in the creation of specific course material and content.
- Ability to support the review of course content, training, and testing, to ensure increased student learning; prepare various reports (annual and ad hoc).
- Knowledge of or ability to understand curriculum compliance with mandated law enforcement training requirements and applicable grant requirements.
- Experience and understanding of user needs and working with internal technical teams to support the resolution of user requests and concerns.
- Experience working with consultants and ensuring contract terms and project goals are met, including budget, schedule, and deliverables; experience with project management is preferred.
- Experience with grant administration; knowledge and experience with grant application processes and requirements.
Other Qualifications
The final candidate selected for this position must successfully pass a preemployment criminal background check in compliance with the FBI and the California Department of Justice requirements. Periodic re-checking of criminal background history will be a condition of employment.
