TxDOT Public Transportation Division is looking to find a highly-motivated project manager to oversee and lead staff responsible for managing statewide federal and state funds for over $1.2B in Federal Transit Administration and Federal Highway Administration finances in multiple budget accounts. Responsibilities include ensuring timely and accurate financial reporting in federal and state accounting systems, preparing reports to division leadership and program managers, preparation of and monitoring of division budgets, and department financial coordination and reporting.  Provide subject matter expertise and leadership in the development, testing and implementation of financial elements for two electronic grant management systems for Statewide transit and bicycle/pedestrian projects. Requires extensive coordination internally and externally with Federal and State leaders, professional staff, auditors, consultants, and agencies across Texas.

Minimum Qualifications:

Education: Bachelor's degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 6 years project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:
•    May require certification as a Certified Associate in Project Management (CAPM) or in one or more change management disciplines.

Extensive knowledge of

  • Local, state, and federal laws and regulations relevant to the administration of the project undertaken

  • Transportation funding programs

     

Expert skill in

  • Addressing changes in scope and budget

  • Collecting and evaluating data and presenting to senior leadership

  • Leading, assigning, reviewing, and monitoring the work of others

  • Using computers and applicable computer software

Proficient skill in

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external

Ability to

  • Analyze complex information and develop plans to address identified issues

  • Identify project risks and gaps

  • Establish project goals and objectives

  • Manage project activities

  • Prepare reports

 

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
