Position Summary: 

This is advanced project management and analytics work in the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), in the Finance / Operations Division of IDS, or the Data Management Office of the Administration and Management Division. Employees in this class facilitate the review of processes and outcome measures across the entire division and coordinate the development and implementation of new methods and systems to improve overall divisional performance in the areas of assignment. A significant aspect of the work includes working with executives and upper management of all divisions to review operational processes and implement improvements and acting as a consultant for executives and upper management by making recommendations in the implementation of process improvement initiatives. Work requires the utilization of data analysis methodology, process improvement methodology, and/or project management principles. Work is performed under the general direction of a director.

Duties and Responsibilities: 

  • Leads and Project Manages IDS START and Multi-Year Growth Strategy Initiatives
  • Provide program management and thought leadership to demonstrate and communicate program achievements, execution performance, and strategic direction.
  • Develop strategic plans and roadmaps for Change implementation programs, projects, and activities.
  • Manage metric datasets, create visualizations to support Budgetary, Annual, and 5-year Reports, and identify data issues.
  • Leads Contract Renewal Processes
  • Communicate status of program/project to internal and external stakeholders via written reports and meetings.
  • Perform senior-level advisory consulting work as an authority in the management consulting area.
  • Manage the evaluation of risk and opportunity impacts to existing or proposed projects/programs and implement risk mitigation actions.
  • Support other priority areas to include assessing knowledge management needs
  • Manages and facilitates projects/ initiatives; determines the project's scope; develops schedules, milestones, and timelines for project completion; ensures achievement of agency and divisional objectives; makes recommendations based on data; leads the project team members in the implementation of these improvements.
  • Ensures Project compliance with ODP standards and AE Operating Agreement. Interfaces with AFQ and IDS team to ensure fiscal alignment with projects/initiatives.
  • Participate in and support IDS RFP Processes as needed.
  • Supervises lower-level staff performing data analysis work and interns engaged in data collection, review, and analysis in assigned functional areas; trains lower-level analysts/ interns and reviews work for accuracy and completion.
  • Leads and supervises Continuous Improvement project team members or others to address departmental gaps and needs, obtain information from business experts across the agency and system, prepares status updates for reporting out to executive-level staff, and monitors improvement implementations
  • Performs related work as required.

Skills Required:

  • Plan, assign, and supervise the work of lower-level analysts/interns engaged in data collection, review, and analysis
  • Analyze complex organizational and procedural problems involving work production, business process flow, data systems, and staff utilization
  • Prepare and interpret a variety of reports, charts, process maps, action plans, and other materials
  • Enlist the cooperation of upper management in implementing policy and procedural changes
  • Plan and conduct research applicable to the area of assignment
  • Present ideas effectively, both orally and in writing
  • Establish and maintain effective working relationships with associates, departmental officials, and outside consultants
  • Utilize project management software such as Visio and MS Project as applicable to the area of assignment

Education and Experience:

  • Years of Experience: 5+ years in program/project management, developing strategic plans and roadmaps, coordinating with working groups, and applying change management principles to cross-functional federal programs.

Required: 

Masters' degree or higher in Business, Engineering, Management Sciences, Computer Science, Information Systems, Social Science, Education, Human Resources Development, Psychology, or other related analytical, scientific, or technical disciplines.

  • Lean Six Sigma certification and/or Project Management Certification within the first six months of employment.
  • Ability to manage all tasks and schedules to ensure activities are completed in a timely manner.
  • Excellent written and oral communication skills.
  • Ability to act as "Thought Partner" to clients to help them formulate their points of view and paths forward.

Knowledge of fiscal analysis, computer software applications, such as spreadsheets, databases, and word processing, applicable to the area of assignment

NOTE: Possession of a master's degree in public administration, business administration, political science, social work administration, social work, or a related area may be substituted for one year of the general experience requirement.

OR

Any equivalent combination of training and experience has included a bachelor's degree as the educational minimum and has been determined to be acceptable by the Office of Human Resources.
