About the Department

Boulder County Office of Financial Management is seeking to hire a Contractor Compliance Specialist. Under the direction of the Procurement Officer, the Specialist will perform a variety of duties to include countywide support of contract administration. The Contractor Compliance Specialist is an entry to mid- level position.
This is a full-time, benefited position that will work Monday - Friday with flexible hours subject to negotiation. This position will be remote up to 4 days per week with one day a week mandated in the office, located at 2020 13th St., Boulder, Colorado. Staff may be called into the office for special projects and events. Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt (eligible for overtime).
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $72,360.00 - $88,284.00 Annually
Tentative Hiring Timeline:
- First Round Interviews: Week of November 24th
- Reference Check: Week of December 1st
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Position Duties
- Sets minority-owned and woman-owned business enterprises (MBE/WBE) utilization goals during the early stages of procurement, on a contract-by-contract basis, by taking into consideration the project scope and the availability of certified MBE/WBEs capable of performing the work
- Reviews bid/proposal documents to ensure compliance with solicitation requirements; the review includes the following:
a. Determining whether bid documents are responsive or non-responsive to the requirements of the bid documents and of the MBE/ WBE contract participation goals programs, as applicable
b. In consultation with legal, determining if a Good Faith Effort submission is sufficient to meet the requirements of the MBE/WBE program
c. Verifying that each subcontractor requested on the project has the correct certification and appropriate commodity code in accordance with the scope of work listed on the project - Monitors contracts for compliance with the contract participation goals program throughout the life of the contract
- Enforces remedies for non-compliance
- Researches and prepares lists of qualified MBE/WBEs for procurement purposes or to match potential subcontractors with prime contractors
- Prepares and delivers presentations on contract participation goals program requirements at pre-bid, pre- proposal meetings
- Responds to questions from potential bidders at or after pre-bid or pre-proposal meetings
- Conducts site visits to assess if MBE/WBEs are being utilized in the scope of work in which they are certified; ensures prime contractor is using the contracted MBE/ WBEs in the field/work site
- Helps subcontractors by researching issues related to late payments, using discretion to make judgments based on guidelines with respect to communications and confidentiality; works with project managers and prime contractors to resolve payment issues
- Maintains statistical data; prepares routine and specialized contract performance reports
- Attends outreach events in the community related to county procurement/ contracting
- Performs related work, as required
- May be reassigned in emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a high school graduation or equivalent and 4 (four) years of combined education and experience in a related field.
Additional related education may count towards required experience.

- Ability to work with project managers and provide a high-quality work product to assist them in successfully performing their responsibilities
- Ability to apply County Policy, follow prescribed templates, and ask questions as necessary
- Knowledge of office practices and procedures sufficient to be able to organize and maintain files, records, and schedules and to obtain and/or relay information and process documents in a timely manner
- Skill in examining documents for correctness, completeness, and accuracy
- Skill in prioritizing, coordinating, and scheduling work to allow for efficient and effective completion of work assignments
- Strong communication skills
- Must have ability to work in a standard office environment and basic knowledge of Microsoft Office suite programs: MS Word, MS Excel, Outlook, as well as the ability to master internal legal software
