This position plans, organizes, and manages the activities related to the Finance Department’s utility billing division, including supervising the division’s employees, and providing technical and customer service support for daily operations, accurate billing and maintenance of utility billing records.


This is a supervisory position whose work performed requires the application of professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems and make decisions.  Incumbents operate independently and make decisions without immediate review and select appropriate methods to accomplish project assignments.

Position Duties

Other duties may be assigned as needed.

  1. Supervises utility billing staff, including reviewing and approving timesheets; participates in the hiring process for new employees and promotional positions; provides appropriate training; prepares and issues probationary and annual evaluations, provides feedback on areas of deficiency, applies corrective action, leads goal setting, and completes routine check-ins with employees. Administers ongoing performance management. May recommend and issue appropriate level of discipline when warranted (e.g. coaching, verbal warning, written warning). May hold Step I grievance meeting focused on resolution. 
  2. Develops and manages customer service support needs including technology advances.
  3. Provides customer support for daily operations, including resolving customer billing inquiries and problems, calculating and preparing billing adjustments, and providing back-up support to utility billing staff.
  4. Oversees and monitors utility billing to provide consistent application of rate ordinances, municipal code and billing procedures.  
  5. Performs special analyses to identify billing exceptions and accounts aging reports. 
  6. Coordinates activities and operations with other utilities personnel and supervisors regarding issues affecting the services provided and billed to the customers.  
  7. Oversees and ensures the proper functioning of the utility billing system and contracted vendors who collect and process payments.
  8. Develops short- and long-range plans for the division, including assisting with developing and implementing new or revised accounting systems, guidelines and procedures.
  9. Assists in developing and managing the division’s budget.

Minimum Qualifications

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:  

  • Five (5) years progressively responsible experience in utility billing, municipal accounting, or other similarly related setting, with two years of lead or supervisory experience.   

 Education and Training:

  • Bachelor’s degree in finance, accounting, business administration, public administration or related field required.  

 Licenses or Certificates:

  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s license.
  • Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.
  • Must be bondable.

This position works in an office, and the noise level in the work environment is usually low to moderate. This position works a regular schedule; however, incumbents may be called in to work in emergency situations.
