The Prince George’s County Health Department is currently seeking qualified applicants to fill a Financial Operations Chief, (Budget Management Analyst 5G) grade G29 position, in the Office of Administration Division.
About the Position
This is an advanced and visible professional management position focused on managing the finance and budget operations for the Health Department. Incumbent is responsible for key management and technical support of Health Department financial services including budgeting, reconciliations, grant reporting, position maintenance, and audits. This position serves as the section chief for the budget team within the Office of Administration (OOA). Incumbent will provide budgetary and reporting directions and support and assist all Budget Management Analysts. This position is a key leadership role, coaching, mentoring, and developing staff while exhibiting and demonstrating the core values of the organization at the highest level. Incumbent will work closely with the Associate Director, Office of Administration (OOA) to identify fiscal risks, gaps, and other issues and help to find resolutions and offer corrective plans. This position will seek out opportunities to collaborate with internal and external partners to improve relationships and processes to improve Health Department operations and our services to the community. Incumbent will be responsible for accurate and timely reporting and take a lead role in responding to all audit requests and issues in collaboration with other OOA partners.

The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.
Position Duties
Plans, directs and evaluates the work of a group of professional, para-professional and clerical personnel, engaged in budget/management analyses operations. Supervises the development and monitoring of systems and procedures necessary for the administration of federal and state grants received by the County departments. Develops, revises and provides budget preparation instruction and guidance to assigned department, provides technical assistance during budget preparation. Analyzes Department/Agency operations and staffing patterns and recommends actions to improve service delivery and attain maximum cost effectiveness. Manages grant reconciliation projects, grant drawdowns, audit responses, and accounting related to financial grant management.
Minimum Qualifications
Minimum Qualifications
Master's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field. Four (4) years of progressively responsible administrative and budgeting experience, including at least two (2) years in the supervisory role.
Any equivalent combination of relevant training, education and experience may also be considered.
Please note there is no equivalency for supervisory experience.
