Connected Logistics is looking for an Executive Operations Research Analyst (EORA) to support DLA's Energy Procurement Support Tool.
The Subject Matter Expert (SME) will provide analytical and technical expertise to evaluate and enhance DLA operational activities, business processes, and systems. This role involves developing and maintaining advanced mathematical and statistical models to support data-driven decision-making using techniques such as linear programming (LP) and mixed-integer linear programming (MILP).
Key Responsibilities
- The SME will work independently to identify, investigate, and resolve issues within the EPST–BEM system, ensuring its long-term sustainability and effectiveness.
- Responsibilities include translating DLA procurement business rules and processes into user story requirements, designing or refining mathematical optimizations through agile methodologies, and producing comprehensive technical documentation.
- The SME will also review, analyze, and reverse-engineer existing optimization models, as well as leverage Java-based APIs to test, validate, and debug LP and MILP models within the optimization framework.
This position requires availability to work during normal Government duty hours based upon Eastern Time (ET) and the ability to coordinate work performance with the contractor TOPM but be virtually self-supervisory.
Requirements
- Must be a U.S. Citizen with a Top-Secret Clearance or IT I Sensitivity.
- Must possess at least five (5) years of experience planning, developing, deploying, maintaining, and troubleshooting mathematical optimizations, specifically LPs or MILPs.
- Must possess a Bachelor of Science (BS) degree from a nationally accredited and recognized institution of higher learning in mathematics or applicable mathematical science technical discipline.
- Familiarity with DLA Energy business processes and procedures.
- Three (3) years or more of demonstrable experience with configuring or using Gurobi Optmizer commercial software to conduct solutioning / solving of mathematical optimizations (LPs or MILPs).
- Proven interpersonal skills with the ability to work effectively in a team setting in areas such as teamwork, facilitation, and negotiation.
- Capable of thinking strategically on assigned projects and action items (e.g. understands the long-term / “big picture”).
- Proficiency in basic analytical software products such as Adobe as well as Microsoft Excel, Access, Word, Office, Project, Visio, and PowerPoint.
Certification requirements
- Capable of meeting DoDM 8570.01-M/8140 “Cyber Workforce Qualification Program”
- Training, credentials, or certifications for Gurobi Optimizer commercial software
