UTILITY ADMINISTRATOR

Pay Range:  $91,157 - $118,504;   Grade: 30N

GENERAL FUNCTIONS:

  • The Utilities Administrator is responsible for assisting the department director in overall planning, organization and management in all aspects of departmental functions including general administration, budgeting, capital planning, rate models and policy development within the sewer, storm water and solid waste programs. Will also spearhead other related projects including facilitating project teams, identifying resources and establishing project objectives, timelines and milestones and developing standards for the department.  Excellent communications skills are essential.  Performs site visits as necessary.

ESSENTIAL FUNCTIONS (Without Accommodations):

  • Able to read, write, speak and understand English to clearly communicate with staff, co-workers, citizens, businesses and outside agencies.
  • Able to work a minimum 40-hour week with additional hours as required.
  • Able to efficiently use all equipment and/or materials as specified in job description.
  • Able to see and hear well enough to perform duties specified in job description.
  • Able to perform field work to inspect and verify customer information in outdoor conditions.
  • Obtain and maintain a valid Florida driver’s license.

EQUIPMENT TO BE USED:

  • Personal computer and related software, GIS, online/web-based applications, calculator, copy machine, general office equipment, other equipment necessary for completing job responsibilities.  Use of I-pad with storm and damage assessment software.

ENVIRONMENT:

  • Both indoors and outdoors in all types of weather as projects dictate.  Incumbents must be able to travel to various locations within and outside of the City of Key West to fulfill job responsibilities.  Will collect data of damages after a storm event.

  • Assists in the development and implementation of policies and procedures and other general administration of the Utilities Department.
  • Plans and prepares requests for proposals, reviews contracts; negotiates for optimal cost; reviews progress payment requests; and otherwise manages contract costs.
  • Manages digital map layers and data files within project workspace.
  • Prepares and maintains application documentation including data processing and user reference materials.
  • Assists in the training of staff and users in the use of GIS.
  • Performs other related duties as assigned.

DUTIES/TASKS/JOBS: (Duties may include, but are not limited to, the following:)

  • Resolves/answers complaints from citizens and elected officials.
  • Participates in the preparation of or prepares reports, rate studies, budget, capital plans, specifications, bids, contracts and other correspondence to ensure compliance with prescribed standards, rules and regulations.
  • Assists with the administration of department programs, plans, schedules and assignment of projects.
  • Assists the Director with the development and implementation of department policy and procedures.
  • Manages the preparation and submission of periodic and special reports as assigned.
  • Assists with planning, setting of program goals and objectives, administration and coordination of department programs to maximize the use of staff and fiscal resources.
  • Meets with contractors, vendors and others as required to address major department issues.
  • Oversees and reviews construction, repairs and renovations to Utility infrastructure and facilities.
  • As assigned, represents the Director and the department in meetings of the City Commission, advisory boards, neighborhood groups and other public or private agencies.
  • Assists with the coordination of both operating and capital improvement budgets to provide a high standard of maintenance.
  • Follows all City and Departmental policies, procedures, rules and regulations.
  • Assists in planning and organizing functions of stormwater/sewer maintenance and construction, utility operations, engineering services and fleet management.
  • Designs and operates both complex and simple analytical data processes such as unit and land use densities.
  • Prepares technical documentation, reports, summaries and memoranda using GIS Applications. 
  • Responds to routine questions from City Staff and analyzes their Utility data requests. 
  • Participates in the selection of staff; provides for their training and development; prepares performance reviews and recommendations for disciplinary actions, wage and salary actions, promotions, and related employment actions.
  • Prepares and maintains inventory maps, field research, and administrative records.
  • Utilizes GIS software and techniques to perform specialized spatial analysis to produce data layers, maps, tables and reports.

REQUIRED KNOWLEDGE, SKILLS/QUALIFICATION AND ABILITIES:

  • Prepare and present clear and well-organized written and oral reports to City Commission, City administration and other groups as required.
  • Ability to train employees in areas of work assignment.
  • Explain Utilities-related technical issues and concepts to non-technical staff.
  • Plan, manage, and implement Utility-related projects, assessing progress and making appropriate corrections to keep projects on track.
  • Work with various skilled staff from other departments or outside agencies.
  • Ability to supervise staff and assist with their professional development.
  • Bachelor’s degree in related field from an accredited college or university, or degree in Environmental Science is preferred.
