POSITION SUMMARY

The ideal candidate will provide mid-level financial management and cost analysis support for Unmanned Maritime Systems (UMS) programs at Naval Surface Warfare Center Panama City Division. Manage material procurement approvals, track Other Direct Costs (ODC), monitor contract cost expenditures, and prepare financial status reports for Research, Development, Test and Evaluation (RDT&E) activities. Ensure compliance with federal acquisition regulations, maintain accurate financial records in the Invoice and Receipt Acceptance Processing Tool (iRAPT) system, and provide financial oversight for test material procurement supporting critical Navy mine countermeasure systems, including Unmanned Undersea Vehicles (UUVs) and Unmanned Surface Vehicles (USVs).

RESPONSIBILITIES

  • Review, approve, and track material purchase requests; ensure all purchases above $5,000 receive proper Contracting Officer approval and that purchases at or below $5,000 receive Contracting Officer's Representative (COR) approval prior to procurement.
  • Provide financial oversight for test material procurement, supporting test preparation, testing, and analysis activities; track purchases of connectors, resistors, power supplies, filters, capacitors, and other materials required for UMS operations.
  • Monitor and track all Other Direct Costs (ODC), including material purchases, equipment procurement, and other non-labor expenditures; ensure ODC charges support contract work requirements and maintain proper documentation.
  • Prepare and submit itemized purchase requests with supporting cost or price analysis documentation to demonstrate pricing reasonableness; coordinate approvals through COR and Contracting Officer channels.
  • Monitor contract cost expenditures and track progress toward completion of assigned work; analyze spending patterns and identify potential budget variances or concerns.
  • Prepare comprehensive monthly contract status reports documenting cost performance, expenditure tracking, and progress on contract deliverables; ensure reports are technically accurate and grammatically correct.
  • Submit financial data and invoices into the Invoice and Receipt Acceptance Processing Tool (iRAPT) system in accordance with contract requirements; ensure timely submission on established schedules.
  • Maintain accurate financial records and documentation for all material purchases, expenditures, and budget tracking activities; ensure compliance with Federal Acquisition Regulation (FAR) requirements.
  • Coordinate with program management, engineering, and logistics personnel to align procurement activities with program schedules and technical requirements.
  • Provide financial analysis and recommendations regarding program spending, budget allocation, and cost optimization opportunities.

Requirements

QUALIFICATIONS

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field
  • 3+ years of professional experience in financial analysis, cost analysis, or financial management
  • Knowledge of federal government contracting and procurement processes
  • Understanding of Federal Acquisition Regulation (FAR) and Department of Defense (DoD) financial management requirements
  • Experience with Other Direct Costs (ODC) tracking, monitoring, and reporting
  • Proficiency with financial systems and tools including Invoice and Receipt Acceptance Processing Tool (iRAPT) or similar government invoice systems
  • Strong analytical skills for conducting cost/price analysis and determining pricing reasonableness
  • Experience preparing financial reports, status reports, and budget documentation
  • Knowledge of contract cost monitoring, expenditure tracking, and variance analysis
  • Excellent attention to detail for maintaining accurate financial records and documentation
  • Proficiency with Microsoft Excel for financial analysis and data management
  • SECRET security clearance
