PRIMARY OBJECTIVE
The City of Bloomington is seeking an individual to provide on-site leadership and administrative support for the Bloomington Family Aquatic Center (BFAC) during the spring preparation and summer operating season. This position oversees facility preparation, daily facility operations, staff supervision, customer service, safety, and maintenance coordination to ensure a positive and efficient experience for patrons and employees.

Position Duties

ESSENTIAL DUTIES

  • Supervise daily preparation and operations of the Bloomington Family Aquatic Center and Cedarcrest Splash Pad, including admissions, concessions, lifeguards, and support staff
  • Monitor and ensure compliance with all health, safety, and local/state regulations, code requirements, including water quality standards
  • Interview, hire, schedule, train, and evaluate seasonal staff in coordination with the Deputy Director and Aquatics Program Coordinators and Assistant Coordinators
  • Manage daily cash handling, deposits, attendance tracking, and inventory control
  • Coordinate with maintenance staff to address facility or equipment issues promptly
  • Respond to emergencies, incidents, and customer concerns with professionalism and sound judgment
  • Prepare reports on attendance, incidents, maintenance needs, and staff performance
  • Track revenues and expenses and work toward meeting financial goals
  • Assist with planning and implementing special events or facility rentals
  • Ensure positive public relations and uphold the City’s standards for quality customer service
  • Conduct regular staff training, including lifeguard certifications, CPR, and emergency drills
  • Develop staff schedules with Program Coordinators and assign duties to ensure adequate coverage
  • Coordinate with community partners, schools, and organizations for programming and facility use
  • Work with communications staff to create and promote programs that meet community needs and maximize facility usage including collaboration on advertising, social media, and outreach efforts to increase participation
KNOWLEDGE, SKILLS, & ABILITIES REQUIRED
  • Principles and practices of aquatic facility management, recreation programming, and public service operations
  • American Red Cross standards for lifeguarding, CPR, and first aid
  • City policies, procedures, and safety standards applicable to aquatic and recreation facilities
  • Familiarity with local, state, and federal laws/regulations affecting aquatic facilities (ADA compliance, OSHA standards, health codes, liability, etc.)
  • Basic knowledge of pool systems (filtration, chemical balance, water quality testing, HVAC, pumps, etc.) and coordinating with maintenance staff or contractors
  • Cash handling, recordkeeping, and basic administrative procedures
  • Supervisory practices including staff recruitment, training, scheduling, and performance evaluation
  • Leadership and team management in a fast-paced, customer-focused environment
  • Ability to adjust quickly to changing patron needs, staffing shortages, or environmental conditions (weather, facility issues)
  • Effective communication—both verbal and written—with staff, patrons, and supervisors
  • Conflict resolution and decision-making under pressure, especially during emergencies
  • Time management and organization to balance administrative and on-site operational duties
  • Customer service and problem-solving to ensure positive community interactions
  • Data collection, report preparation, and basic computer applications (e.g., Microsoft Office, recreation management software, point-of-sale systems)
  • Supervise, motivate, and evaluate a diverse seasonal staff. Ability to coach staff not only in lifeguard skills but also in customer service and professional development
  • Identify and respond to safety hazards, operational problems, and patron concerns effectively
  • Interpret and apply policies, rules, and regulations related to facility use and safety
  • Establish and maintain cooperative working relationships with staff, contractors, and the public
  • Work flexible hours, including evenings, weekends, and holidays as required
  • Represent the City of Bloomington in a professional and courteous manner at all times

Minimum Qualifications

MINIMUM QUALIFICATIONS 

  • Experience in staff recruitment, staff hiring, recreation, aquatics, or facility supervision; or equivalent combination of education and experience
  • Strong leadership, communication, and organizational skills
  • Ability to work flexible hours, including evenings, weekends, and holidays as needed
DESIRABLE QUALIFICATIONS
  • Experience supervising aquatic operations or large seasonal recreation facilities
  • Lifeguard Instructor Trainer, Lifeguard Instructor or Lifeguard (LGIT, LGI, LG) Certification, Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certification
  • Design, implement, and lead staff through emergency drills and response protocols
  • Experience working in a municipal or public recreation setting
  • Understanding revenue generation, expenditure tracking, cost recovery models, and budget preparation for aquatics programs and facilities

Other Qualifications

SUPERVISION OF OTHERS
This position supervises 80 part-time, seasonal employees.
