Under the direction of the Community Development Director, the Permit Services Supervisor coordinates, plans, and evaluates the activities and functions of the City of Marysville Permit Services Center. This position leads and trains a team of permit technicians to ensure high-quality customer service for internal and external customers, oversees the financial operations of the permit services center, develops and implements policy recommendations to provide excellent customer service and to ensure the timely and professional processing of all permit applications. The Supervisor provides technical expertise related to all land use/construction permitting, and coordinates permit support for business licenses, special use permits, building, planning, and engineering functions. 


This is a supervisory position whose work performed requires the application of professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems and make decisions. Incumbents operate independently and make decisions without immediate review and select appropriate methods to accomplish project assignments. Work performance is reviewed for the quality and quantity of the results produced by personnel in the division. Frequent and considerable contact is maintained with department personnel, City employees and administrators, permit customers and outside agencies. 

Position Duties

Other duties may be assigned as needed.


  1. Coordinates and oversees division work activities, projects and programs. Identifies, develops, and implements technical and customer service goals, objectives and priorities of the division, including implementation strategies and timelines.
  2. Supervises assigned staff, including reviewing and approving timesheets; participates in the hiring process for new employees and promotional positions; prepares and issues probationary and annual evaluations, provides feedback on areas of deficiency, applies corrective action, leads goal setting, and completes routine check-ins with employees. Administers ongoing performance management. May recommend and issue appropriate level of discipline when warranted (e.g. coaching, verbal warning, written warning). May hold Step I grievance meeting focused on resolution. 
  3. Oversees the implementation, maintenance, testing and periodic upgrades of the City's permit tracking software in conjunction with the Information Technology Department and land use permit review staff. Supervises the on-going operation of the permit system, including customer and public interface.
  4. Coordinates staff training and orientation on the permit system, including upgrades, and maintains a permit process manual. Develops and implements efficient and effective procedures for permit processing; researching trends in permitting procedures, systems and upgrades.
  5. Ensures compliance with local and state laws pertaining to permit applications by implementing and revising policies and procedures as the law changes.
  6. Oversees the permit tracking process to ensure completeness and accuracy to support timely processing. 
  7. Oversees and ensures delivery of excellent customer service, including working with staff and customers to address and resolve questions and complaints.
  8. Resolves discrepancies and complaints related to permit applications and plan reviews as necessary.
  9. Generates and analyzes periodic reports and permit-related performance metrics, including coordinating with other City permit review staff to set permit performance targets and monitoring ongoing conformance with those targets.
  10. Interprets and ensures compliance with City and departmental policies and federal and state regulations.
  11. In coordination with other staff, oversees the retention and archiving of City permit files (paper and digital).
  12. Oversees the process for the public or departments with requests for plans or permits, including coordinating the gathering of permit information in response to requests for public records from the public and external agencies.
  13. Oversees the handling of the Permit Center's financial transactions and reconciliation of accounts.
  14. Oversees the monthly and quarterly reports regarding development activity, valuation and fees collected and distributes as necessary to internal and external agencies (e.g. US Census Bureau).
  15. Participates in and makes recommendations for Department-wide long range, strategic planning activities.
  16. Oversees the creation, organization and maintenance of project files to ensure completeness and accuracy. 
  17. Participates in the budget process with the department director by collecting, compiling and retrieving pertinent permitting data. Ensures division adherence to budget line-item allocation, utilizes forms and reports to ensure timely and accurate budget tracking. 
  18. Compiles technical and statistical data and distributes to the appropriate staff, agencies and files.
  19. Creates, sorts, compiles, and maintains a variety of logs, other tracking tools, files records, reports, and other documents.

Minimum Qualifications

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.


Experience:

  • Five (5) years of progressively responsible land development permit processing experience.
  • Two (2) years of lead or supervisor experience, with specific experience as a lead in or supervisor in a related land use permit operation preferred. 

Education and Training:

  • High school diploma or GED.
  • Bachelor’s degree in urban planning, public administration, construction management, environmental science, civil engineering or a related field required.

Licenses or Certificates:

  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.
  • International Code Council (ICC) Permit Technician Certification.
  • Must possess, or have the ability to possess within twelve months of hire date, International Code Council (ICC) Permit Specialist Certification.

This position works in an office, and the noise level in the work environment is usually low to moderate.  


This position may be required to attend meetings both onsite and offsite, inside and outside of standard office hours as assigned.
