Job Description

The Pump Station Supervisor is responsible for overseeing 12 personnel across various operational trades. In addition, the supervisor manages the operation, maintenance, and repair of 13 pump stations and their associated infrastructure. This position ensures the reliable, safe, and efficient performance of all pumping facilities while providing strong leadership and direction to a team of technicians and operators. The pump station program is a vital component of the District’s flood control efforts, directly supporting the protection and well-being of South Florida residents.


Essential Duties and Responsibilities

Direct and coordinate the daily operations of multiple pump stations, including scheduling, preventive maintenance, inspections, and emergency repair activities.  Monitor and assess the performance of mechanical, electrical, and electronic control systems, including pumps, motors, valves, SCADA systems, and instrumentation.  Respond to operational emergencies, such as equipment failures, flooding, or power outages, by coordinating and leading appropriate response and recovery efforts.  Collaborate effectively with internal departments, contractors, and external stakeholders on capital improvement projects, system upgrades, and other infrastructure initiatives.

Develop, implement, and manage a 24/7 rotating pumping work schedule. Participate in a bi-weekly on-call rotation and provide operational support as needed before, during, and after regular working hours in response to District needs.  Ensure full compliance with applicable local, state, and federal regulations (e.g., EPA, OSHA, and state environmental agencies). Submit required FAA notifications prior to commencing work at affected pump stations.  Promote and enforce adherence to all safety standards and procedures to maintain a safe and compliant work environment.  Maintain accurate and comprehensive records, logs, reports, and documentation related to operations, maintenance, and equipment performance.

Financial and Project Management

Manage six separate grant-funded budgets by establishing realistic annual work plans aligned with the District’s strategic priorities. Works with the budget office to ensure proper funding is allocated to each of the six grants.  Collaborate with the Senior Planner/Scheduler to develop and manage yearly budgets for pumps, engines, and gearbox overhauls.  Define project scopes, budgets, overhaul, and scrapping schedules to ensure timely and cost-effective completion of assigned initiatives.
Analyze real-time operational data to enhance resource utilization, optimize workflows, and improve the effectiveness of field operations. Implement process improvements to reduce costs, streamline operations, and enhance overall program performance.  Oversee vendor contracts to ensure compliance with District procurement policies and performance expectations.

Leadership and Staff Development

Serve as a facilitator or active participant in standardization (STAN) teams to develop and update Suggested Operating Procedures (SOPs), workload indicators, and equipment replacement forecasts. Contribute to the development of life-cycle cost budgets for District assets.  Demonstrate strong leadership through effective communication, time management, planning, and problem-solving skills.  Foster a positive, collaborative, and accountable work environment that emphasizes open communication, consistency, and high performance.  Ensure all personnel maintain the required licensure and professional certifications necessary for their roles.

Apply sound knowledge of Human Resources policies and practices to address personnel matters promptly and effectively.  Develop and implement annual performance plans for direct reports with clear, measurable Key Results and Objectives (KROs) aligned with organizational goals.  Attract, hire, retain, motivate, and recognize employees. Guide staff development by aligning skills, expertise, and credentials with operational needs. 

Technical Proficiency

Demonstrate competency in office and data management software, including Microsoft Outlook, Word, Excel, PowerPoint, and SAP.

All other duties assigned.

The Homestead Field Station work hours are Monday through Thursday, 6:30 a.m. to 5:00 p.m.  Our office is closed on Friday.

Employment Guidelines

Typically has associate’s degree in related discipline field and 6+ years' experience in the operation and maintenance of water management works, including increasingly responsible experience in construction, maintenance, and operation of program area of responsibility, which also includes 2+ years supervisory experience.

An equivalent combination of relevant education and experience may be substituted as appropriate.

Working knowledge of software applications including spreadsheets and word processing (Outlook, Word, Excel and PowerPoint).

License

Valid State of Florida Driver's License.

Physical Requirements/Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the assigned emergency response role.
Composition of office and field work (percentage dependent upon position requirements), with regular exposure to a hot and humid environment in remote and heavy vegetative areas.
