About the Department

Summary: Under the general direction of the Director of Budget & Strategic Planning, or designee, the Assistant Director of Budget & Strategic Planning is responsible for overseeing the development, implementation, and management of the City of Frisco budget, Capital Improvement Program (CIP), strategic planning, and asset management. This role involves collaborating with various departments to ensure financial stability, strategic alignment, and efficient use of resources. The Assistant Director of Budget & Strategic Planning provides direction for the Budget & Strategic Planning Manager, Compliance Manager – CIP, Strategic Planning Analyst and other assigned staff.

Position Duties

Essential Job Functions:

  • Assists in the preparation, analysis, and administration of the annual operating and capital budgets.
  • Monitors budget performance and provide regular reports in compliance with all applicable Federal, State, and City rules, regulations and ordinances to the Director of Budget & Strategic Planning, Chief Financial Officer (CFO), City Manager’s Office, department directors and elected officials.
  • Develops and implements budget policies and procedures to ensure fiscal responsibility and compliance with regulations.
  • Directs staff in day-to-day requirements and departmental requests, including review and approval of expenditures, agenda items, special projects, expenditure variances, interfund transfers, fund summaries and level of service reporting.
  • Oversees the development and management of the CIP, ensuring alignment with the City's strategic goals.
  • Coordinates with departments to identify and prioritize capital projects.
  • Monitors the progress and financial status of CIP projects, providing updates and recommendations as needed.
  • Assists in developing long-term goals, objectives and priorities for Budget & Strategic Planning and CIP.
  • Collaborates with departments to align their goals and initiatives with the overall strategic goals of the City Council.
  • Leads the development and maintenance of the city’s long-range financial forecast model, incorporating revenue trends, expenditure projections, and economic indicators.
  • Collaborates with departments to assess the fiscal impact of capital improvement plans, policy initiatives, and service delivery changes.
  • Supports the integration of long-range financial planning with the city’s strategic plan, comprehensive plan, and infrastructure investment strategies.
  • Conducts scenario analysis and sensitivity testing to evaluate financial risks and opportunities.
  • Prepares and presents financial reports, forecasts, and recommendations to executive leadership, City Council, and advisory committees.
  • Monitors legislative, economic, and demographic trends that may impact the City’s financial outlook.
  • Assists in the development of financial policies, reserve strategies, and performance metrics.
  • Develops and maintains an asset management plan to ensure the efficient use and maintenance of the City’s assets.
  • Coordinates with departments to track and manage asset inventories.
  • Provides recommendations for asset acquisition, disposal, and replacement based on lifecycle analysis.
 
Other Important Duties:
  • Makes formal and informal budget presentations to City staff and elected officials, as required.
  • Assists departments with planning and monitoring of budgetary expenditures.
  • Conducts regular training workshops and sessions for City staff.
  • Travels to attend meetings, conferences and training.
  • Perform other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

Minimum Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Standards related to municipal budgetary administration and program development.
  • Knowledge of preparation and development of the annual Budget document.
  • Knowledge of financial reporting and complex general ledger systems.
  • Knowledge of computers and related equipment, hardware and software for development and tracking of financial information.
  • Knowledge of CIP practices and principles.
  • Knowledge of the preparation, submission and receipt of RFP’s.
  • Knowledge of municipal audit practices and procedures.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Skill in developing, implementing and enforcing municipal budgetary regulations, practices and procedures.
  • Skill in negotiating, mediating and resolving differences in municipal auditing practices, implementing corrective measures based on audit findings, and presenting alternatives to accounting procedures to best meet the City departmental budgetary needs.  
  • Skill in planning, developing and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in use of computer software packages such as Microsoft Office Suite.
 
Education, Experience, and Certifications/Licenses:
  • Bachelor’s Degree in Accounting, Public Finance or related field and five (5) years professional governmental accounting experience and CPA designation or Bachelor’s Degree in Accounting, Finance or related field and seven (7) years of professional governmental accounting experience, or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.  
  • Requires a minimum of five (5) years of supervisory experience
  • Governmental fund accounting experience is preferred.
  • A Certified Public Accountant or Certified Government Finance Officer is preferred.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • Must possess State of Texas Driver’s License.

    • Visual Acuity 1 – prepare, analyze data, transcribing, computer terminal, extensive reading.
    • Visual Acuity 3 – determine accuracy, neatness, observe facilities/structures.
    • Walking – on foot to accomplish tasks, long distances, or site to site.
Work Environment:
  • Light Work: Exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
