**Applicant will be eligible for the Special Entrance Rate (SER) of $21.27 per hour.

FUNCTION OF WORK:
To provide a full range of police services with a primary emphasis on enforcement of laws, investigations of crimes and accidents, and providing emergency services and crime prevention programs; may serve as assistant shift supervisor by overseeing the full range of police services on an assigned shift.


LEVEL OF WORK:
Advanced.

SUPERVISION RECEIVED:
General from a higher-level police official. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
May serve as a lead worker over lower-level police officers on an assigned shift.
LOCATION OF WORK:
Statewide.
JOB DISTINCTIONS:
Differs from Police Officer 2 by the presence of routine involvement in complex investigations, intelligence gathering, and surveillance operations.
 
Differs from Police Sergeant by the absence of direct supervisory responsibility.

May serve on a hazardous materials or crisis intervention response team and routinely investigate serious crimes and accidents.

Protects lives and property with primary emphasis on enforcement of laws, investigations of crimes and accidents, and providing emergency services and crime prevention programs.

Intervenes in complex matters requiring criminal investigation and collection of evidence, arrests, and testimony in court.

Works special assignments involving large crowd control operations, surveillance activities, intelligence gathering activities, and matters involving fire safety, environmental safety, hazardous materials, and selective enforcement programs.

May serve as an assistant shift supervisor.


QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of experience in law enforcement work.

Applicants must have Civil Service test scores for 2100-Protective Services Exam (PSE) in order to be considered for this vacancy unless exempted by Civil Service rule or policy. SUBSTITUTIONS:
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience.
 
NECESSARY SPECIAL REQUIREMENT:
Must have attained eighteenth birthday at time of appointment.
 
An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
 
May be required to possess a valid Louisiana driver's license at time of appointment.
 
For some positions, evidence of POST certification must be submitted at the time of the application.
 
May be required to qualify annually with a firearm.
 
For some positions, applicant must be eligible for bond.
 
NOTE:
All classified jobs in State service with police officer and wildlife enforcement titles qualify as law enforcement.
Jobs outside State service that will qualify as law enforcement are those performed while commissioned with the power of arrest.
Military police in the armed services are law enforcement; security/guard duty is NOT qualifying.

Duties and Responsibilities for Police Officer 3

***THE POSITION OF POLICE OFFICER 3 IS RESPONSIBLE FOR THE

POLICING AND THE SAFETY OF 5300 ACRES, TWELVE MAJOR

BUILDINGS, ON-CAMPUS FACULTY HOMES, THE “OAKS” HOUSING

COMPLEX, AND EVACUATION CENTER - WHICH CAN HOUSE OVER

3,500 PEOPLE.

Applicant required to work a Flex Shift. Covering various AM and PM shifts.

Applicant required to have P.O.S.T Certification

Applicant will be eligible for the Special Entrance Rate (SER) of $21.27 per hour.

These responsibilities include:

40%           Protecting lives and property through active foot (brisk walk or running capacity) and mobile patrol (possibilities of driving at accelerated speeds), and through physical defensive tactics and take down maneuvers using necessary equipment such as hand to hand combat, chemical agents, baton, taser, gun, handcuffs (and any other law enforcement equipment necessary), with the primary emphasis on enforcement of laws and University regulations, investigations of crimes and accidents by retaining important information and facts by memory that are related to the incident at hand and the keeping and processing of records, documents, and information in files of importance.

                   ***Officers must qualify yearly at the firing range with their duty weapons (gun) and shoot a qualifying score of a 96 or better.

20%           Conducting investigations, including criminal investigations, and collecting evidence regarding thefts, harassment, assaults, accidents, etc. retaining this information by memory and/or physical documentation. Assisting Rapides Parish Sheriff’s Office, the Louisiana State Police, and other law enforcement agencies during emergencies and/.or with criminal investigations where appropriate. Arresting and transporting subjects to and from the Police Department and to the proper holding facility, detaining subjects for questioning.

20%           Enforcing parking and traffic regulations and campus regulations. Issuing tickets to parking violators, speeders, etc. Wheel locking for repeat offenders. Directing traffic when appropriate. Rendering courtesy assistance to the public. Patrolling through student and staff parking lots making sure that all vehicles have the proper decals and current tags and are in the proper parking areas. Assist staff, students in cases of locked vehicles, flat tires (by calling wreckers assistance) and/or dead batteries.

10%           Providing first aid and emergency assistance to faculty, staff, students, and the general public. Serving on the First Aid Team and the Campus Safety Committee. Escorting (by vehicle) First Responders and/or Ambulance services to on-campus medical emergencies. Reporting obstructions in the streets or sidewalks, holes, leaking or faulty utility services, or other unusual conditions that might endanger the public safety. Providing armed escort services during registrations and other peak periods by vehicle or foot for what may be necessary. Appear in court as a witness and testifying on previous complaints and/or arrests by retaining important detailed information concerning the events relating to a particular case.

5%              Maintaining a close working relationship with the Rapides Parish Sheriff’s Office, the Louisiana State Police, and other law enforcement agencies. LSUA University Police Department has communication radios that provide 24-hour contact with the 911 Emergency Communication Centers for the Rapides Parish Sheriff’s Office, Louisiana State Police, fire departments, ambulance services, and other local emergency agencies.

5%              Be self-motivated to wok unsupervised, working alone during routine/emergency patrol maneuvers. Other duties as assigned.
