About the Role:
The Human Resources Business Partner is responsible for administering and coordinating essential HR functions for the Water Resources Department, including payroll, benefits, Workers’ Compensation, and FMLA. This position serves as a trusted advisor to employees and supervisors, ensuring compliance with City, State, and Federal requirements.
Key Responsibilities:
Administer and process paperwork related to Payroll, Worker’s Compensation, FMLA, and Benefits
Support and monitor the hiring process, including interviews, new hire entries, promotions, and terminations
Conduct departmental new hire orientations and assist with onboarding activities
Serve as a departmental contact for Kronos system activities and inquiries
Communicate and update supervisors and employees regarding policies, procedures, and HR programs
Maintain confidentiality of employee information in compliance with HIPAA and City policies
Demonstrate the ability to plan, organize, and administer HR programs and tasks with minimal supervision
Prepare and modify correspondence and business documents as needed
Provide back-up support to other departmental HR and administrative staff as required

This position is Non-Exempt under FLSA PolicyMinimum Qualifications
Minimum Qualifications:
- Valid Driver's License
- Associate's Degree
- Or an equivalent High School diploma/ GED with 5 years of direct Human Resources experience or related field
- 1 year of Human Resources or Administrative Human Resources, or directly related work experience
- Prior experience using Microsoft Office
- NC Notary (must obtain within 6 months of employment)
Preferred Qualifications:
- Experience working with an HRIS system such as GHR
- Previous experience using Kronos Timekeeping system
- Valid Notary License
