Position Scope:

Under general direction from the Human Resources Manager or other designee, a confidential position that will perform a variety of human resource-related duties assigned to recruitment, payroll, internal communication, discipline, performance evaluations, planning events, separations, employee orientation, establishing policy and employment compliance issues.

Essential Duties:

  1. Responsible for organizing, scheduling, training, assisting with employee disciplinary issues including terminations; when called upon will assist in the administration of departmental employees.
  2. Accurately screens all applicants; checks all references; and assures all hired employees can meet employment obligations (e.g. valid California Drivers License, current insurance, DMV report, background checks, E-Verify, CPR/First Aid, etc.).
  3. In a timely manner, enter, process, review and maintain all employee records to include payroll information, address changes, leave management, benefit administration, pension, employment status, etc.; will process, maintain and process employee loans.
  4. Upon direction from the Chief Executive Officer (CEO) will arrange for facility repairs and maintenance; confers with directors and department managers to assign cell phones, pagers and other equipment; assist and train employees upon the phone system.
  5. Will conduct all employee orientations and exit interviews in a timely manner.
  6. Responsible for reviewing, maintaining and processing all FMLA, Workers Compensation, leave of absence, PFL, Maternity and other protected leave claims in a timely manner.
  7. Assists with periodic and annual presentations on the organizations health insurance package, 401k and other associated benefits; maintains, organizes and distributes all enrollment forms; and will maintain and distribute an ample supply of benefit forms, packets and videos.
  8. Will assist with the periodic review and audit of policies for accuracy and functionality.
  9. Upon hire and on a periodic basis will assist in the enrollment of employees into CPR/First Aid classes; responsible for the administration for scheduling TB tests and Life Scans, serving as a "secondary" scheduler when needed.
  10. Responsible for consistently reviewing and maintaining employee files assuring all personnel transactions are accurately entered, completed and documented in a timely manner.
  11. Will process and enter all new hires, payroll changes, training attendance and performance evaluations into the HR software system, in an accurate and timely manner.
  12. Accurately create, generate and distribute labor-related reports on a timely basis.
  13. Maintain ongoing communication with employees, other departments and external business partners in a timely and accurate manner.
  14. Ability to accurately take notes and transcribe during meetings, compile and distribute written communication in a timely manner.
  15. Systematically will schedule and offer periodic mandatory training to all employees (e.g. harassment, IIPP, SDS, safety, etc.); will maintain attendance rosters; and will track training histories for each employee.
  16. Responsible for all federal, state and Cal-OSHA posters to be displayed in a general area.
  17. Will be knowledgeable in general employment law: including payroll administration, EEO, DFEH, Affirmative Action, Cal-OSHA, ADA, FLMA and other state and federal requirements.
  18. Whenever contacted, will immediately respond and accurately process all EDD and disability claims within the required timeframe; may attend hearings on appeals as necessary.
  19. Coordinate and resolve all workers compensation issues; will maintain separate confidential files for all workers compensation claims; will log all injuries and loss of time; will maintain a record of injuries using form OSHA No. 300; and will be knowledgeable and adhere to other guidelines required by Cal-OSHA.
  20. Continuously strive to provide excellent customer service, interpersonal communication and serve as a source of accurate information.

Secondary Duties:

  1. Periodically attend local and regional meetings, vendor meetings, job fairs and other recruitment venues.
  2. Ability to periodically organize, schedule speakers, coordinates training and/or other relevant business-related events (e.g. quarterly staff meetings).
  3. Obtain, manage and provide amusement park tickets; process payroll deductions in a timely manner.
  4. Periodically assist the HR Manager or designee in resolving employee incident reports.
  5. Will coordinate and schedule CPR/First Aid classes.
  6. Whenever necessary, "cover" the reception area and incoming phone calls; ability to train new and/or replacement receptionists.
  7. Acquire and maintain office materials, as needed.

Qualifications


Education, Experience and Skills Required:

  1. Associates Degree plus (3) years of experience in Human Resources. Years of experience may substitute for education.
  2. Ability to read, write and communicate effectively in English (Bi-lingual preferred).
  3. Ability to type 30 wpm and do basic business arithmetic.
  4. General experience in human resources.
  5. Practical application of MS Excel, MS Outlook, MS PowerPoint, and MS Word for Windows required.
  6. Ability to use standard office machines such as a personal computer, calculator, copier, fax machine, telephone, etc.
  7. Valid California Drivers License.
  8. CPR/First Aids Instructor Certification

Physical Requirements: Visual/hearing ability sufficient to comprehend written/verbal and telephone communication. Ability to sit for long periods, standing, computer entry, walking, repeated bending, lifting and carrying up to 20 lbs, reaching. Ability to travel within and outside the county as needed.

Scheduling and Availability: Standard work schedule, Monday through Friday with an hour for lunch. Employee must be willing to work over time when requested and willing to assist other departments during staffing shortages as needed. Position is 40 hours per week.
