About the Department

The court liaison is responsible for critical administrative duties and case management pertaining to inmate court cases. The CL is required to produce materials for and attend first appearances during the business week. Also, liaisons with other agencies and courts related to inmate needs and processing. Works with inmates and the public.   This includes but is not limited to conducting inquiries through law enforcement-related databases, notification of arrest to the appropriate agencies, court documents, and other related duties. This position requires regular attendance, contains duties that are time-sensitive and manages CJI requiring confidentiality.

Position Duties

  • Monitor, complete, and send court case updates (e.g., Noll-Pros, dismissals, transfers, sentences) in Jail Management Systems (JMS).
  • Ensure the accuracy and validity of received court actions related to sent court case updates.
  • Review transportation and court lists to ensure accuracy for inmate release or transfer.
  • Review all cases during sentences, and update for compliance with F.S 943.01 &775.3, F.S943.325, and F.S940.061.
  • Calculate jail time for each civil, misdemeanor, and felony docket based on state statutes and county ordinances.
  • Process all special jail audit requests from courts, Department of Correction inmates, and attorneys.
  • Serve as the point of contact for all court dockets.
  • Place and monitor HOLD on all cases involving but not limited to scram/GPS/drug patches, DOC, ICE, court-ordered programs, and DNA, including out-of-county cases.
  • Ensure all releases are validated promptly for verification for release.
  • Monitor court notification related to inmates serving time on a weekend.
  • Prepare bond transmittal daily and send transport cash and checks to finance.
  • Maintains the Bondsman Registration List in an accurate manner in accordance with applicable agency policies and procedures.
  • Tracks and communicates with external agencies involved in fugitive from justice cases for inmate transfer or release. Monitors in-state holds and follows up on Governors' warrants.
  • Creates arrest documents, conducts NCIC queries, and prepares necessary paperwork for initial court appearances. Reviews and rectifies any errors or omissions identified during weekend first appearances. Participates in inmate initial court appearances to aid in judicial proceedings. Ensures completion of all necessary updates following the initial court appearance.
  • Act as a liaison between CCSO and outside agencies and the public (e.g., court, Parole Commission, Department of Corrections).
  • Process mail which includes out-of-county arrests packets. Provide booking sheets to the clerk's office upon request.
  • Liaison with Duval County on all juvenile arrests to ensure custody status.
  • Review and respond to any received NCIC teletypes.
  • Review and respond to any emails received from the Courthouse.
  • Effectively responds to inquiries from inmates, offenders, or detainees in a professional manner. Refers unresolved queries to the relevant personnel as per FMJS guidelines and agency protocols. Manages inmate request forms, conducting research and promptly providing requested information directly to the individual or through designated agency representatives, adhering to FMJS regulations and agency policies.
  • Accurately organizes and archives relevant documentation and reports in designated physical or electronic files according to agency policies and procedures. Ensures timely filing and proper storage of file folders in a logical arrangement to facilitate easy access in the absence of staff members. Maintains and establishes document files, both electronic and paper-based, in compliance with FCAC and FMJS policies.
  • Comply with state and/or federal requirements for required reports (e.g., Annual Survey of Jails, survey of Sexual Victimization, and Mortality / Inmate Death Report and monthly report for Juvenile Justice Reporting Form).
  • Validates all applicable NCIC / FCIC entries by comparing the NCIC/ State printout to the original source document(s) and verifying the status of the entry with the appropriate authorities in accordance with established state / federal / agency procedures to ensure that they are complete, accurate, and up to date.
  • Create a teletype notifying other agencies of a bonded inmate under their purview, regarding their release from CCSO custody.
  • Complete Sexually Violent Predator (SVP) referral packets sent by the State Attorney’s Office, and dispatch to the relevant Department of Children and Families (DCF).
  • Complete all job duties of the Booking/Releasing Specialist, the Control Room Operator and/or the Civilian Court Room Operator, when needed.
  • Process received arrest/booking sheets for Clay County warrants arrested out of county.
  • Provide arrest/booking sheets for other agencies warrants served in Clay County when applicable.
  • Performs other duties as assigned.

Minimum Qualifications

Minimum Education, Experience, and Requirements:

  • High school diploma or an acceptable equivalency diploma (GED).
  • Two (2) years of related work experience.

Qualifications and Requirements for All Positions

  • High school diploma or equivalent
  • Proficient in Microsoft office products
  • Speak and understand the English language
  • The following items (or authorized equivalents) may be required at various steps in the application process:

    3. Social Security Card
    4. Form DD214 for all periods served in the military
    5. GED or High School Diploma and Sealed Transcripts from the highest level of education
    6. FDLE Authority for Release (notarized)

Other Qualifications

Salary is negotiable for full-time positions prior to initial hire, if requested, based on verified experience up to step five (5) of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.
