The City of Pittsburg seeks aThe City of Pittsburg, California seeks a UTILITY TECHNICIAN (Electric) to join the Power Company team on Mare Island, Vallejo, CA.
 
The Utility Technician performs responsible operation and maintenance of a utility distribution system with a specialization in overhead and underground electric systems, provides efficient and timely response to emergency operations as assigned; provides efficient customer service, and functions as a positive and cooperative team member. This position is located on Mare Island in Vallejo, CA.

The standard work hours are from 7:00am – 3:30pm but employees must be able to work standby shifts, after hours, holidays, and weekends to respond to outages, scheduled or emergency work.

Successful candidates will possess the following:
  • Experience that includes operation and maintenance of electrical plant and equipment including electrical switching orders; electrical distribution system procedures and methods.
  • Welding experience.
  • Experience with system controls.
  • Ability to work at heights and below ground.
  • Strong leadership and teamwork skills.
  • Operate vehicles and equipment in a safe manner to travel from site to site
  • Proficient verbal and written communication skills.
  • Excellent interpersonal and customer service skills to interact with staff and the public
  • Have relevant computer skills to use Microsoft Outlook and Word for electronic communication and to create/update a variety of report, spreadsheets, and documents; ability to perform information searches on the web. 
  • Ability to work outdoors under various weather and environmental conditions for extended periods of time.
  • Possession of a class A/B commercial license.
  • Ability to adapt to changing work priorities.
  • Ability to work standby shifts, after hours, weekends, and holidays.

About Pittsburg Power Company
The Pittsburg Power Company (PPC) is a California municipal Joint Powers Agency (“JPA”) established in 1997 between the City of Pittsburg and the City’s Redevelopment Agency.  PPC operates and does business in two separate locations:1. Within the City of Pittsburg, developing and supporting projects that will retain existing businesses and attract new business developments. PPC has partnered with private enterprises to develop over $2 billion of energy and industrial projects in Pittsburg since its creation in 1996.2. PPC manages the electric distribution and natural gas utility systems on Mare Island, Vallejo. PPC acquired the electric and gas utility distribution franchise from the US Navy in 1997. Since inception, PPC has performed these utility distribution services on Mare Island under the common name “Island Energy”. Currently, PPC is advancing several energy project developments within the City of Pittsburg, including supplying utility services to a data center project. PPC staff continues to support the evaluation of renewable and alternative energy projects such as solar and fuel cells to lower City of Pittsburg’s facilities annual electricity costs.

The City of Pittsburg is a full-service city following the council-manager form of government. Position Duties

Duties may include but are not limited to the following:

  • Electrical: Operate and maintain underground and overhead electrical transmission and distribution systems with voltages up to and including 120kV; install, inspect, maintain, and repair electrical distribution system equipment and components in compliance to applicable rules, regulations, policies and procedures.
  • Electrical: Perform high-voltage electrical switching procedure to re-route distribution load and/or safely shut down circuits for planned maintenance, repair or construction work; work with energized high voltage equipment with approved hotline maintenance equipment.
  • Electrical: Maintain constant vigil over all equipment of the plant to ensure proper function; may be on-call after hours and weekends to respond to unplanned electrical outage.
  • Electrical: Install, inspect, maintain, and repair metered electrical service connections to residential, industrial, and commercial customers; respond to electric customer calls for service and restore customer’s service, and if not, initiate emergency repair procedure; read electric and gas meters for billing; perform electric service turn-ons and shut offs.
  • Perform utility mark and locate duties as requested by other utilities, contractors and developers; performs utility oversight and inspection of contractors’ work to ensure quality of the work and conformance to Pittsburg Power Company’s utility standards.
  • Maintain utility facilities including structures, fences, and security measures.
  • Complete work order paperwork including labor and materials used; complete paperwork to maintain minimum level of electrical equipment and materials.
  • Assist other Utility Technicians/Lineworkers with their duties as required.
  • Perform routine vehicle maintenance and operates Pittsburg Power Company’s vehicles.
  • Provide support to Pittsburg Power Company’s operations within the City of Pittsburg.
  • Respond to emergency calls on weekends, holidays, and evenings as needed.
  • Exercise safe work practices and prudent judgment in emergency situations
  • Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
  • Foster an environment that embraces integrity, service, inclusion and collaboration.
  • Be an integral team player, which involves flexibility, cooperation, and communication.

Minimum Qualifications

Education and Experience:
Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:

Education:
The equivalent to the completion of the twelfth grade with additional college or vocational course work or training in the electric industry, or another field of study applicable to the responsibilities and requirements of this job class is desirable. 

Experience:  
Four (4) years of responsible experience in the electric industry.

Special Requirements:
Possession of at the time of hire and continued maintenance of a valid California Class C driver’s license is required.
Completion of an electric or gas-related apprenticeship or equivalent is required. 

Other Requirements:
Physically and mentally capable of performing the functions of the job, including but not limited to those summarized in Example of Duties.

Working Conditions:
Travel from site to site; exposure to high voltage; work at heights and below ground; moderate to heavy lifting; climbing and stooping; work in inclement weather conditions.

Knowledge of:
  • Standards and accepted practices, techniques, and materials used in an electrical distribution system.
  • Operation and maintenance of electrical plant and equipment including electrical switching orders; electrical distribution system procedures and methods.
  • California Public Utilities Commission General Orders 95, 128,165, 166, 174 and 112-F; Electrical and Gas Safety Orders; applicable federal, state, and local regulations, general orders, guidelines and administrative procedures dealing with electrical distribution.
  • Methods, materials and tools used in the operation and maintenance of electrical construction, installation, maintenance and record keeping methods, or standards and accepted practices, techniques and materials used in natural gas distribution system.
  • Operation and maintenance of natural gas distribution plant and equipment; natural gas distribution system procedures and methods.
  • Applicable federal, state, and local regulations, general orders, guidelines and administrative procedures dealing with natural gas distribution.
  • Methods, materials and tools used in the operation and maintenance of natural gas system construction, installation, operation, maintenance, and record keeping methods.
  • Variety of occupational hazards and standard safety practices; basic methods and operators, policies and procedures as they relate to assigned duties. 
  • Modern office practices, methods, and computer equipment including relevant software programs.
  • Oral and written communication skills; business English including vocabulary, spelling, and correct grammatical usage and punctuation.
  • Safe work practices.
  • Principles and practices of excellent customer service.

Ability to:
  • Perform duties related to the operation and maintenance of an electrical distribution system consisting of a main 115kV transmission line to 12kV substation to 2.4kV distribution system, or operation and maintenance of natural gas distribution system. 
  • Perform basic mathematics; interpret and read electrical or gas plans, blueprints, drawings, sketches, and maps.
  • Use specialized electric or gas construction, maintenance and operations tools and equipment.
  • Establish and maintain work order records.
  • Manage time effectively, oversee multiple tasks and projects simultaneously with constant interruptions.
  • Operate specialized electric or gas construction, maintenance and operations tools and equipment.
  • Understand and carry out oral and written instructions and prioritize workload to meet deadlines. 
  • Read, write and comprehend the English language at a level necessary for effective job performance exercising correct English usage, vocabulary, spelling, grammar and punctuation.
  • Communicate effectively, tactfully and positively in both oral and written form.
  • Operate and use modern office equipment and technology, including computers and applicable software.
  • Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities. 
  • Respond to after-hours emergency calls as required.
