POSITION 26P29A TITLE: Chief Financial Officer
LOCATION: Countywide
EMPLOYMENT TERM: 2025-2026 school year with anticipated start date of December 15, 2025. (Normal contract: 260 days). Will work alongside the current CSBO until June 30, 2026.
BID PERIOD: October 27 to November 7, 2025, (4:00 pm). If necessary, interviews will be arranged after bid period closes.
QUALIFICATIONS: Minimal qualification will include a BA degree and successful applicant must possess current Certified Public Accountant licensure in the state of West Virginia or be eligible to sit for the exam (current requirements are at https://www.boa.wv.gov/exam/AcademicRequirements.asp. Must have the ability to successfully manage professional and service personnel in the finance department. Must pass a state and federal background check and successfully obtain and keep current the WVDE certification as a School Business Official. Knowledge of generally accepted accounting principles and Microsoft Office suite is required.
DUTIES & RESPONSIBILITIES:
1. To serve as treasurer and administer the financial affairs of the school system; to serve as custodian of all financial assets; to be responsible for the preparation of the annual budgets; to prepare monthly and annual financial statements for all funds maintained by the school system; to invest all available funds for either short or long term periods in interest-bearing accounts and to determine the amounts of such investments at the best return available; to be responsible for payrolls and related functions; to be responsible for accounts payable; to audit the accounts of the individual schools and ensure the resolution of any findings noted.
Foster a classroom climate conducive to learning
Serve as the Business Manager for the school district.
2. Provide leadership for the school district’s budgeting, accounting, and financial reporting.
3. Works cooperatively with West Virginia Department of Education (WVDE) personnel, school district staff, and community representatives to implement good business practices for attaining district goals as they relate to fiscal integrity and accountability.
4. Oversees and directs the operation of finance for the school system within the realms of accounting, budget, and treasury to ensure compliance with WVBE policy, WV code, and all applicable laws.
5. Develops and manages the annual budget and oversees the budget development process for the school system; compiles annual budget requests from the administrative personnel and compiles them for recommendation to the Superintendent.
6. Maintains budgetary controls to ensure that expenditures are made in accordance with the approved budget.
7. Monitors all budget categories and provides fiscal information as required.
8. Monitors the allocation of fiscal resources to system programs related to communications, receipts, and financial analysis. Acts as the administrative fiscal officer for the district.
9. Receives requests to adjust budget accounts and recommends to the Superintendent approval for budget transfers.
10. Receives and reviews all supplemental budget projects and recommends to the Superintendent for budget supplements.
11. Provides maximum investment of funds.
12. Prepares monthly financial statements of all funds maintained by the school system and presents copies of the reports to the Board, the Superintendent, the State Board of Education, and other interested parties.
13. Prepares annual financial statements in accordance with generally accepted accounting principles, publishes the statements, and submits copies to the Board, the Superintendent, the State Board, and other interested parties.
14. Prepared monthly financial reports of all special program revenues and expenditures.
15. Attends all regular and special meetings of the Board of Education, and other such meetings related to the Department of Finance when requested by the Superintendent.
16. Responsible for the capital assets inventory system
17. Provides a uniform system of financial accounting for individual schools.
18. Provides periodic training on the financial reporting requirements of the individual schools, ensuring that annual audits are conducted of all school accounts; and following up on all findings noted to ensure that they are resolved within a timely manner.
19. Works closely with all departments to develop revenue sources fully to maximize resources for the school system.
20. Submits required reports to the WVDE in an accurate and timely manner.
21. Participates in continuing professional development activities and maintains a current authorization as the Chief School Business Official (CSBO)/ Treasurer.
22. Attends professional growth activities to keep abreast of innovative financial initiatives. Attend state, county, and regional meetings concerning finance and business administration as approved by the Superintendent.
23. Maintains the ethical business processes required for the efficient financial operation of the school system.
24. Utilizes self-appraisal for the improvement of administrative skills.
25. Demonstrates unbiased attitudes in fulfilling administrative responsibilities.
26. Uses technology to facilitate and enhance completion of job responsibilities.
27. Performs other such duties as directed by the Superintendent.

SALARY: Salary based on experience and education level per MCS BOE salary schedule located at https://boe.mars.k12.wv.us/o/mcs/page/salary-schedules plus competitive benefits package equal to approximately 35% of direct compensation. Starting wage is approximately $119,249 depending on degree level, experience, and certifications.
