Job Summary:

The job of Human Resource Specialist is done for the purpose/s of providing support to the educational process with specific responsibilities for delivering human resource services for classified employees; providing information to employees regarding policies, regulations and negotiated language; addressing a variety of issues and/or providing general support; and assisting in ensuring that  personnel functions conform to all applicable regulatory requirements.

 

Essential Job Functions:

  • Administers a wide variety of personnel policies and programs (e.g. advertising positions, processing applications, verifying employment, orientation, contracts, compensation schedule, etc.) for the purpose of conforming to district policies, relevant laws, contracts and agreements.
  • Communicates with employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning employment, recruitment, personnel records and/or related legal requirements.
  • Conducts new employee orientation (e.g. introducing personnel, payroll, and benefit policies; assisting with enrollment forms, etc.) for the purpose of ensuring employees are knowledgeable of current practices and administrative processes.
  • Coordinates employment process (e.g. advertising, processing applications, etc.) for the purpose of meeting district staffing requirements while complying with established guidelines.
  • Coordinates a variety of projects, activities and/or events for the Human Resource Department (e.g. Wellness Program Events, Retirement/Recognition Ceremony, etc.) for the purpose of completing activities and/or delivering services in a timely fashion.
  • Develops a wide variety of written materials (e.g. forms, procedures, brochures, pamphlets, personnel newsletter, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Maintains confidential and non-confidential manual and electronic documents, files and records (e.g. vacancy listings, applicant tracking, job descriptions, salaries, recruitment website, etc.) for the purpose of providing accurate information in compliance with established guidelines.
  • Monitors a variety of processes (e.g. applications, eligibility, unemployment insurance, classified incentive growth program, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and adhering to legal and/or administrative requirements.
  • Participates in a variety of meetings, workshops, and/or training (e.g. personnel actions, regulatory requirements, actions involving outside agencies, inter-department needs, etc.) for the purpose of providing or receiving information, recording minutes, and supporting the needs of the attendees.
  • Prepares a variety of reports and other written documents (e.g. meeting minutes, expenditure report, HR budget report, job postings, etc.) for the purpose of providing documentation and information to others.
  • Processes wide variety of documents and materials (e.g. new employee fingerprints, FMLA forms, unemployment claims, requisitions, employee related posters, travel expenditures, screens employment applications, etc.) for the purpose of disseminating information to appropriate parties.
  • Researches information required to manage assignments including reviewing relevant policies, educational codes, and current practices for the purpose of developing new programs/services, ensuring compliance with legislative requirements, securing general information for planning and/or responding to requests.
  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a plan.
  • Serves as the HR website administrator (e.g. updating information, etc.) for the purpose of ensuring website is accurate and up to date.
  • Supervises assigned personnel (e.g. recommending, training, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Supports the Human Resource Director and department staff (e.g. scheduling activities, managing the calendar, etc.) for the purpose of assisting in the performance of their work activities.
  • Performs other related duties as assigned.

QUALIFICATIONS

Required (Education & Experience)

  • High school diploma or equivalent
  • Job related experience

Additional Eligibility Requirements

  • Driver’s License & Evidence of Insurability
  • Valid IVP Fingerprint Clearance Card

Position Type & Work Schedule: (Full-time or Part-time, normal daily hours, months per year)

  • Full-time, 12-month position
  • Standard schedule is Monday-Friday, 8 hours per day
  • May be required to work outside the normal work schedule

Work Conditions:

  • The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 70% sitting, 15% walking, and 15% standing. This job is performed in a generally clean and healthy environment.
