The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

 

Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

The Department of Community Health is currently seeking a qualified Accountant 3 for the Grants Management section of the Office of Financial Services of the Financial Management Division. Under broad supervision, this role performs and/or oversees the development, implementation, and monitoring of accounting activity. The Accountant 3 is also responsible for the financial interests of the department.

Position Duties

  • Prepares the quarterly Money Follows the Person (MFP) ABCD report,

  • Prepares the federal report for Children’s Health Insurance Program (CHIP) Statistical Enrollment Data System (SEDS) report on quarterly basis, 

  • Responsible for preparing the Northwest Georgia Regional Commission invoice on a monthly basis,

  • Prepares rerates for Money Follows the Person (MFP) Medicaid claims on a monthly basis,

  • Prepares and analyzes variances for Money Follows the Person (MFP) federal and state rates,

  • Prepares and analyzes Money Follows the Person (MFP) expenditure report in order to monitor the budgeted expenditures on a monthly basis,

  • Prepares semi-annually the Money Follows the Person (MFP) federal financial report

  • Prepares annually Federal Financial Reports for State Office of Rural Health (SORH) grant

  • Prepares annually Federal Financial Reports for Small Hospital Improvement Program grant

  • Assist budget with state and federal budget submissions – quarterly and annually,

  • Reconciles various general ledger accounts and fund sources,

  • Communicates regularly with federal funding agencies on grants reporting matters,

  • Meets regularly with Revenue, Budget, and Program staff to ensure effectiveness and efficient reporting grants,

  • Prepares Paid Claims general ledger reconciliation,

  • Prepares CMS 9I & 10I federal forms,

  • Utilizes PeopleSoft Financial Systems, Cognos Data Warehouse system, Grant Solutions, Centers for Medicare & Medicaid Services (CMS), Payment Management System (PMS), Health Resources & Services Administration (HRSA) Electronic Handbooks (EHB) system, and Georgia Medicaid Management Information System (GAMMIS) to gather data necessary to perform financial reporting,

  • Prepares manual journal vouchers, as needed

  • Assist with special projects, as needed.

Minimum Qualifications

Bachelor's degree in accounting and two (2) years of professional accounting job-related experience; or two (2) years of experience at the lower level Accountant 2 (FIP021) or position equivalent.

Preferred Qualifications: 
Preference will be given to candidates, who in addition to meeting the minimum qualifications listed below possess the following: Previous work in governmental accounting or working with federal grants.
