In this role you will:

• Oversee utility non-ordinance procurements, ensuring compliance, supporting staff, and initiating requests for management as needed.
• Oversee utility contracts and easements, ensuring compliance, reviewing and negotiating terms, and advising staff on City Code and contract administration.
• Oversee utility ordinance operations, ensuring compliance, supporting staff, drafting ordinances, and initiating requests for management as needed.
• Manage contract administration and support regulatory and legal matters, with licensed Illinois attorneys representing the office as needed.
• Act as the utility’s liaison to City Council, preparing leadership, responding to inquiries, advising staff, and supporting Corporation Counsel on City matters.
• Assist leadership with utility regulatory compliance, including leases, finance, safety, and environmental matters. Monitor legislation, conduct research, and support responses to FOIA requests.
• Supervise records management for the Office of Public Utilities, including budget oversight, policy enforcement, and compliance with state and city regulations. Oversee processing of utility claims, liens, and ordinance violations.

Qualifications:

The ideal candidate will possess the knowledge and skills equivalent to an engineering degree with seven years of related professional experience, or a master’s or higher degree (including a J.D.) with five years of related experience, including at least one year of supervisory or administrative experience. They will be familiar with the Illinois Municipal Code, Local Records Management, City of Springfield Code of Ordinances, and utility policies and procedures. The candidate must be able to attend evening meetings, coordinate effectively with City and utility staff—especially Legal and Budget teams—maintain strong working relationships, research and analyze laws, policies, and procedures, and interpret relevant statutes, ordinances, and rules to support procurement processes, projects, and programs. Preference for employment in all positions with the city shall be given to applicants who are full-time city residents.
